About The Position

The Director of Title Services directs and controls a major subdivision of the Bureau of Motor Vehicles and is responsible for establishing statewide policy, operational standards, and strategic direction for all title-related programs. Unlike operational management roles, this position focuses on policy development, statutory interpretation, regulatory compliance, and executive decision-making, rather than daily transaction processing. The Director determines how title programs function statewide, approves procedures, evaluates program effectiveness, and advises executive leadership on legislative, regulatory, and operational impacts. As a member of the Bureau’s senior leadership team, the Director works closely with Legal Services, Enforcement & Compliance, Information Services, branch operations, and external partners to ensure the integrity, accuracy, and modernization of Maine’s vehicle ownership systems.

Requirements

  • Executive Leadership: Ability to guide a statewide program, set strategic priorities, and provide policy direction across multiple operational units.
  • Policy & Regulatory Judgment: Strong ability to interpret statute, assess risk, and make defensible administrative decisions.
  • Stakeholder Leadership: Experience working with legislators, financial institutions, dealerships, municipalities, and law enforcement partners.
  • Change Leadership: Proven ability to lead modernization initiatives, system implementations, and process redesign.
  • Strategic Communication: Ability to explain complex regulatory or operational issues clearly to leadership and external stakeholders.
  • A bachelor’s degree from an accredited four (4) year college or university in Public Administration, Business Administration, Legal Studies, Government, Finance, or a related field AND six (6) years of professional experience in a regulatory, licensing, compliance, public administration, financial services, or governmental program environment.
  • At least three (3) years of the required experience must have been in a supervisory or managerial capacity overseeing staff, programs, or operational units.
  • Equivalent combinations of education and experience may be considered.

Responsibilities

  • Establish statewide policy and standards for vehicle title and ownership programs
  • Interpret and apply statute, administrative rules, and federal requirements

  • Collaborate with enforcement and legal teams on fraud prevention and investigations
