The Policy and Regulations Unit (KIEPR) in the Energy Departments of the Infrastructure Vertical is responsible for developing enabling policies that draw from top-class knowledge and innovations to shape model policies and improve the business environment in the energy sector. At the global level, KIEPR unit closely works and collaborates with the Solutions and Impact units of the Infrastructure Vertical. In addition, KIEPR staff take the lead on embedding frontier global knowledge and expertise in energy country engagements, including joining teams in lending and analytical operations, providing peer review services and supporting the role of Global Directors in quality enhancement activities for selected strategic operations and analytical tasks. The Power Systems Planning Group (‘Planning Group’) is a small specialist group within KIEPR that primarily supports country operations through technical and analytical works. Since its formation about five years ago, the group has undertaken a range of analytical studies across all major regions that the Bank operates in, covering a broad range of activities such as least-cost power system planning, valuation of specific generation and transmission assets, electricity market analysis, review of technical reports prepared by external consultants, and provides just-in-time support to country teams through technical and analytical inputs. A significant part of the work of the team focuses on optimal generation and transmission capacity expansion plans using both off-the-shelf software such as PSS/E©, PSR© modelling suite as well as new models (e.g., World Bank Electricity Planning Model or EPM) developed internally that has become the mainstay for least-cost planning analyses. The team also provides training on power system basics and planning techniques, and has developed a number of knowledge products. Demand for the team’s services has grown significantly over the years and the team is looking for an experienced power system planner to manage the volume of requests for power systems model development and analysis. As such, the Power Systems Planning Group seeks to hire two new Extended Term Consultants (ETCs) in Washington DC. An essential part of the assignment would be to actively work with planning optimization and load flow simulations required for planning, contribute to development of models, prepare reports and present findings internally and externally (if needed). Tasks will include data mining and management, model design and development, hands-on modelling using General Algebraic Modeling System or any other relevant planning tool including the Electricity Planning Model (EPM) developed by the Planning Group.
