The Division of Early Childhood (DEC) is one of six divisions within IDHS. DEC serves to strengthen and centralize Child Care, Early Intervention, and Home Visiting within IDHS. Requirements

  • Requires knowledge, skill and mental development equivalent to the completion of four (4) years of college, preferably with coursework in policy and administrative systems, business, fiscal, or accounting.
  • Requires four (4) years of progressively responsible administrative fiscal or accounting experience in a public or private business organization.

Nice To Haves

  • Four (4) years of professional work experience developing, managing, and evaluating Individuals with Disabilities Education Act (IDEA) Part C Early Intervention or similar Federal regulations, policies, programs, and procedures for a large public or private organization with the ability to apply federal and state requirements (e.g., Medicaid reimbursement rules, billing regulations) to program operations as measured by compliance audits or successful technical assistance and training outcomes.
  • Four (4) years experience with Medicaid claims processing, including familiarity with state Medicaid agencies, Medicaid reimbursement rules, billing regulations, and use of Medicaid provider enrollment systems (e.g., IMPACT) or private health insurance billing and claims processing.
  • Three (3) years of professional work experience serving as a liaison with a governmental entity, grantees/vendors, or a public/private organization’s program staff to facilitate timely, clear, and open communication and information sharing, measured by reduced turnaround time for requests and increased stakeholder satisfaction.
  • Two (2) years experience providing technical assistance for billing and payment processes.
  • Two (2) years experience conducting continuous quality improvement (CQI) related to health care billing, program operations, or contract compliance.

Responsibilities

  • Serves as Billing and Payments Manager for the Early Intervention (EI) program.
  • Serves as the primary EI program liaison to EI program grantees and vendors, including but not limited to the Central Billing Office (CBO) and Credentialing and Enrollment office; and state agencies, including the Illinois Department of Insurance (DOI) and Illinois Department of Healthcare and Family Services (HFS), regarding billing, claims submission, adjudication, and reconciliation for private insurance and Medicaid.
  • Serves as full-line supervisor.
  • Reviews and evaluates EI program and/or grantee/vendor billing policies, practices, and workflows, and recommends and directs changes as necessary to improve and maximize efficient and effective billing and payment for EI services from private insurance and Medicaid.
  • Administers billing and payment for assistive technology (AT) process to ensure it is consistent with state and federal requirements.
  • Prepares resource documents and statistical reports for the EI program, including analyses of Medicaid claims denials and recommended actions to improve and maximize, and maintain private insurance payment and Medicaid reimbursement for EI services.
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
