About The Position

This position manages the Planning Section in the Division of Air Quality. The Planning Section consists of three branches: 1) the Attainment Planning Branch; 2) the Allied Programs Branch; and 3) the Rules Development Branch. The Planning Section develops emissions inventories for all sources that emit air pollutants, performs computer modeling and analyses to determine how to attain and maintain air quality standards, and works with the Environmental Management Commission and the Legislature to develop rules, regulations and programs for meeting air quality standards and other state and federal requirements related to air quality. The Section also oversees air quality education and outreach programs. The position is responsible for managing the amendment process for North Carolina’s State Implementation Plan. Job duties involve oversight of highly complex and discrete functions related to air quality modeling, air quality forecasting, and emissions modeling. Additionally, the position supports the Director and Deputy Director by providing technical and policy support related to air quality planning activities, reviews technical work products and output metrics of the section and participates in the appropriate Regional and Division workgroups as necessary. This position often serves as an interface between the Division and a variety of stakeholders in explaining air quality challenges and developing appropriate plans to address those challenges; therefore, it is critical that the position holder be an accomplished communicator with an ability to interact with tact, consistency and sound judgment.

Requirements

  • Bachelor’s degree in one of the agricultural, biological, engineering, environmental or natural resources sciences or a closely related curriculum from an appropriately accredited institution and six years of progressive experience in environmental work, including two years in a supervisory capacity; or an equivalent combination of education and experience.

Responsibilities

  • The position provides organization, prioritization, oversight and effective leadership for central office planning staff and tasks.
  • The position is responsible for planning the distribution and prioritization of the section’s workload to ensure timely delivery of work products.
  • The position assists the Director and Deputy Director by providing technical and policy support related to air quality planning activities.
  • Monitor the section’s output metrics and ensure quality objectives are met.
  • Enhance information sharing, standardization and resolution of differences through the DAQ workgroups.
  • This position often serves as an interface between the Division and a variety of stakeholders in explaining air quality challenges and developing appropriate plans to address those challenges: therefore, it is critical that the position holder be an accomplished communicator with an ability to interact with tact, consistency and sound judgment.
  • The position holder actively participates in the Division supervisor’s meetings and Outside Involvement Committee meetings to ensure staff throughout the Division and stakeholders are informed on pertinent air planning issues.
  • The position holder often interacts with National and Regional workgroups focused on the SIP process.
  • The position holder frequently interacts and communicates with the Director and Deputy Director to ensure optimal organizational performance.
