Are you passionate about managing construction and renovation projects that improve the spaces people use every day? Oakland County is looking for a detail-oriented professional who thrives in a collaborative environment and enjoys overseeing projects from concept through completion. In this role, you’ll serve as a project manager for medium to large construction, renovation, and major maintenance projects that support the County’s facilities and operations.

Requirements

  • Have a Bachelor of Science degree in Architecture, Engineering, Construction Management or related field from an accredited college or university.
  • Have had at least three (3) years of full-time architecture, engineering, or construction management experience.
  • NOTE: A Master’s degree in Architecture, Engineering, Construction Management or related field from an accredited college or university OR registration as a Professional Architect or Engineer in an appropriate Architecture discipline by the Michigan State Board of Architects or Engineers may substitute for up to one (1) year of the required full time work experience.
  • Possess a valid motor vehicle operator's or chauffeur's license.
  • Pass the complete examination, including the employment medical, established for this classification.
  • Successfully complete the six (6) month probationary period.
  • Maintain a valid motor vehicle operator's or chauffeur's license.

Responsibilities

  • Serve as the project manager for medium to large construction, renovation, and major maintenance repair projects.
  • Oversee the full lifecycle of projects, including design coordination, budget oversight, and schedule management.
  • Assist with or develop drawings and specifications for design development, bidding, and construction.
  • Participate in the bidding and contract award process for professional services and construction contractors.
  • Act as the department’s representative with architects, engineers, consultants, construction managers, and client departments.
  • Conduct site surveys and facility inspections related to County projects.
  • Inspect and document construction progress, ensuring projects stay aligned with plans and timelines.
  • Communicate project updates and report issues beyond the original scope of work, providing recommended solutions to leadership.
  • Estimate project costs and prepare documentation needed to obtain project funding.
  • Review specifications and obtain quotes for major project-related purchases.
  • Utilize Countywide and department-specific software systems to manage and complete project assignments.
  • Functions as the primary liaison between the client department, architect, engineers, construction manager, and Facilities Management for medium to large renovation projects, including furniture planning, staff relocations, and maintenance repairs.
  • Participates in determining size of crews required for approved projects and preparing work schedules, priorities of personnel assigned, and materials and equipment needed for each project to ensure completion as planned.
  • Organizes and coordinates the start of project and participates in supervising County inspection staff.
  • Acts as the central point of contact for other County departments that provide project related support, such as Risk Management, Purchasing, Fiscal Services, Corporation Counsel, etc.
  • Reviews progress and inspector reports prior to verification responsibilities.
  • Completes contractor payment requests for supervisor's approval following personnel site inspections and resolutions of progress, materials or quality concerns with the contractor.
  • Consults with project engineer and inspection staff as needed to resolve and coordinate construction problems.
  • Following evaluation and priority considerations of the situation (e.g. leaky roof) determines necessary crew rescheduling and recommends use of contingency funds for effective resolution.
  • Meets with County department representatives, and occasionally outside consultants to discuss proposed modification of County facilities.
  • Prepares, reviews and finalizes designs for construction, alteration and renovation of proposed or existing facilities including County office buildings, service center improvements, and utilities.
  • Conducts preliminary studies and reviews those of lower level engineers based on factors such as cost of materials, funds available, municipal zoning, and interviews with involved consultants.
  • Reports findings to supervisor to finalize the feasibility determination of project.
  • Performs or coordinates County staff in drafting and data research activities needed for accurate designs, such as spatial measurement and site survey duties.
  • Estimates labor, material and administrative costs of approved plans for allocation of funds and preparation and review of public bids for construction.
  • Using final and approved plans, determines work priorities within an assigned project to ensure that order of work is made according to sound construction principles.
  • Monitors construction to correct engineering related difficulties in an efficient manner.
  • Performs engineering review necessary to recommend contractor payment requests.
  • Prepares and/or reviews monthly payment estimates as a recommendation for contractor payment by reviewing reports from inspection personnel regarding amount of work completed in the previous month.
  • Change orders when unanticipated factors necessitate a deviation from original plans.
  • Responds to staff engineering, scheduling and project concerns individually and during staff meetings.
  • Prepares specs and documents for RFPs.
  • Develops and updates project schedules, plans and coordinates schedules, monitors work with County Employees and contractors.
  • Creates designs and performs preliminary surveying of projects involving construction alterations and renovations proposed for existing facilities.
  • Prepares progress reports, field orders, bulletins and other applicable documents necessary for the completion of maintenance and capital improvement projects.
  • Operates a computer aided design (CAD) system using AutoCAD, and/or other CAD programs to prepare designs, construction drawings, and graphics.
  • Prepares or assists in the preparation of necessary graphics and documents required for presentation to the park commission or other required governing bodies (including sketches, renderings, models and reports.)
  • Assists in planning, budgeting, developing, presenting, implementing, scheduling and evaluating construction, renovation, utility maintenance and repair, and projected capital improvement projects.
  • Interprets plans and specifications, submitted by outside design firms, to para-professional and inspection personnel.
  • Coordinates design of projects being prepared by consultants, reviewing drawings and specifications for compliance with County and other governmental requirements.
  • Inspects architectural, civil, mechanical and electrical construction to ensure conformity with department, building, and construction codes and for adherence to approved drawings and specifications.
  • Prepares monthly payment estimates as a recommendation for payment to contractors by receiving reports from inspection personnel regarding amount of work completed in the previous month, and recommends to superiors change orders when unanticipated factors necessitate a deviation from original drawings and specifications.
  • Interprets and evaluates project drawings and specifications, conferring with consultants as needed regarding such drawings and specifications, using sound engineering principles.
  • Confers with department management to determine space and size requirements, and provides information regarding cost, design, materials, equipment, and estimated building time.
  • Prepares drawings and specifications for building and site improvement projects.
  • Evaluates and processes requisitions for new equipment and furniture and oversees moving of both new and existing equipment and furniture involving ensuring that area is adequate for new or moved equipment and furniture and that maintenance operations have been completed such as electrical and telephone outlets, carpeting installation and custodial clean-up.
  • May assist higher level staff in receiving construction bids and awarding of contracts by ensuring that advertisements and addendum’s are worded properly, answering inquiries from contractors in writing, tabulating bids and recommending contractor to supervisor.
  • Presents special project requests such as supplementary project funding to supervisor to enable timely and effective review of the matter and appropriate action.
  • Inspects project progress, notifies division manager and supervisor of any issues significantly beyond the original scope of work and provides recommendations for action.
  • Requisitions materials needed to complete jobs following supervisory authorization.
  • Monitors delivery of materials to ensure receipt of proper type and amount.
  • May perform and coordinate final inspection of projects, including the negotiation of change orders necessary to ensure that construction results meet County needs.
  • Makes recommendation to higher level engineers regarding feasibility studies based on cost of materials, funds available, applicable zoning ordinances, and interviews with public officials and representatives of utilities.
  • Utilizes current county-wide and/or department specific software to complete assignments.
