About The Position

Assists the Division Director with the overall planning, direction, and management of all Family Resource Division operations. Provides direct supervision to division managers, supervisors and administrative employees responsible for prevention, intervention, and outreach programs under the guidance of the Division Director. Works collaboratively with Child Welfare, and divisions across the Department of Human Services, to promote the safety, health, and stability of individuals and families. Ensures programs are delivered efficiently, avoiding duplication and supporting long-term self-reliance. Partners with community organizations to strengthen resource coordination, improve outcomes for families and individuals, and help prevent entry into the child welfare system. Primary location is in the Greeley office, or at one of the other satellite offices when required, and includes some travel throughout Weld County and across the state as needed. Reliable, predictable attendance within department business hours of 8:00 a.m. to 5:00 p.m. Monday through Friday. This position is in-person and is not eligible for regular telework options. Requirements

Successful completion of Bachelor’s degree.
3 years full-time, professional work experience in a public or private human services organization, or related field.
3 years full-time experience supervising and managing employees that includes directing work activities and evaluating employee performance.
Candidate must possess experience managing programs or initiatives within an organization.
Candidate must possess ability to keyboard at 35 words per minute.
Candidate must possess the ability to enter data into several different computer programs.
Candidate must possess the ability to learn and apply new computer skills on a regular basis.
Candidate must possess knowledge of computer programs such as Microsoft Windows and Word, Excel, and Outlook.
Candidate must possess the ability to read and comprehend instructions, correspondence and department policies and procedures.
Candidate must possess the ability to write correspondence.
Candidate must possess the ability to effectively communicate in one-on-one and small group situations with parents, foster parents, relative care providers, and community partners.
Candidate must possess the ability to clearly articulate concepts, directives and goals to employees, professionals and state and community representatives.
Candidate must possess the ability to apply math concepts and calculations in the work environment.
Candidate must possess the ability to apply common sense to problem solve in a work environment.
Candidate must possess the ability to adapt to fast paced, high volume and ever-changing work environment and be able to handle high stress and conflict filled situations while remaining calm and professional.
Candidate must be well versed in effective conflict resolution and possess ability to deescalate hostile situations.
Follow Human Services policies and procedures, the Weld County Code of Conduct and adhere to strict confidentiality guidelines and appropriate release of information outlined in both.
Understand and implement rules and regulations for Child Welfare organizations in Colorado outlined in the State of Colorado Department of Human Services Volume 7 guidelines.
Candidate must pass criminal background check prior to employment start date.
Must possess or obtain Colorado Caseworker Supervisor Certification. within 180 Days Required
Must complete required annual training and maintain Colorado Caseworker Supervisor Certification and Colorado Wraparound Supervisor/Coaching Credentialing throughout the course of employment
Candidate must pass Human Services Background Checks.
Candidate must pass a CBI/FBI fingerprint check and will continue to be subject to CBI/FBI monitoring throughout employment.
Driving is essential in this position. Candidate must have a valid Driver’s License and Liability Insurance Upon Hire Required
Candidate must pass a Motor Vehicle Record (MVR) evaluation and if hired, will be subject to continuous monthly MVR monitoring throughout employment.
Candidate must provide own transportation and be willing to travel and transport clients as needed to meet the essential functions of the position.
Pre-employment substance screening is required for this position.
This position is subject to a pre-employment drug screening.

Responsibilities

Directly supervise managers, supervisors, and administrative employees in the Family Resource Division.
Provide leadership, guidance, and support to employees, ensuring a high level of performance and compliance with County, State and Federal rules and regulations.
Appraise performance, address employee concerns, and resolve problems in collaboration with the Division Director, Administration and County Human Resources.
Participate in interviewing, hiring, and training employees.
Assist in developing educational and professional development opportunities for staff.
Monitor and evaluate division and unit workflow using knowledge of business functions, program requirements and economic conditions.
Assign and schedule work depending on employee performance and coverage to accomplish program goals accurately and timely.
Use tracking data to identify trends in customer volume and the need for making changes in work assignments and adjust accordingly.
Actively participate in ongoing internal program evaluation and Departmentwide strategic planning.
Use analytical abilities to identify operational efficiencies and anticipate and plan for implementation of program changes by creating policies and procedures for the Family Resource Division.
Make recommendations to improve service delivery and offer other potential solutions to maintain delivery of services when funding or mandates affect existing processes.
Develop resources, training opportunities and alternative business practices needed to prepare for projections and implement recommendations.
Remain apprised about projected population changes and evolving community needs; recommend and implement innovative programmatic changes designed to effectively respond to those needs.
Communicate effectively with internal partners and community members in all settings including community events.
Collaborate with partner agencies and serve on various community boards and committees, with approval, to understand needs and resources of the community.
Actively promote the positive impact of Family Resource and Human Services programs to the public.
Engage in collaborative leadership with external partners to ensure alignment in strategic initiatives.
Develop innovative and strengths-based strategies that include non-traditional approaches and forward-thinking solutions.
Develop, analyze, and oversee the tracking of data for Family Resource Division programs.
Oversee the Human Services Funds Distribution group, ensuring all discretionary funds issued to clients are reviewed and tracked in a comprehensive database.
Utilize data to identify gaps in service delivery, seek additional resources and strive to diversify funding streams when possible.
