About The Position

WSP is seeking an experienced Federal Program Manager based out of our San Diego, CA office. The primary focus of the candidate will be to support our growing Federal team with strategy development, client engagement, pursuit and capture management, and program leadership & delivery. Candidates should be able to serve as Program Manager for one or more federal programs consisting of multiple task orders and projects, ensuring delivery in accordance with contract requirements, scope, schedule, and budget. Your Impact Engage NAVFAC, USACE, Air Force, other agency leadership, and industry partners regarding upcoming business and teaming opportunities, and position WSP for success. Lead, mentor, and develop program and project staff, fostering a culture of accountability, collaboration, and professional growth. Establish and maintain program management plans, execution strategies, and standardized controls consistent with WSP program management methodologies. Function as WSP’s primary point of contact with federal clients, including Contracting Officers (COs), Contracting Officer’s Representatives (CORs), and program stakeholders. Anticipate and proactively resolve program level risks, issues, and constraints before they impact performance or client confidence. Ensure full compliance with federal contract requirements, including FAR/DFARS clauses, task order terms, reporting requirements, and quality standards. Represent WSP with outreach efforts, including professional societies and other organizations linked to federal agencies.

Requirements

  • Bachelor’s degree in Engineering, Environmental Science or a related technical discipline; Master’s degree preferred
  • PE (Professional Engineer) certification; PMP certification preferred
  • 12+ years of progressive experience in federal projects, with demonstrated experience managing multi-project programs or large, complex federal contracts.
  • Experience leading multidisciplinary teams across planning, design, compliance, construction, environmental remediation, or infrastructure programs.
  • Proven experience working directly with US federal agencies (e.g., DoD, Air Force, Navy, USACE, EPA, FAA, or similar.
  • Strong understanding of the federal markets and federal contracting.
  • Strong leadership skills, interpersonal and presentation skills.
  • Experience in leading a team of highly skilled professionals and internal networking across a large enterprise organization.
  • Excellent communication, negotiation, coordination, and managerial skills.
  • Experience with and a working knowledge of the SF330 process.

Nice To Haves
