OPEN COMPETITIVE EMPLOYMENT OPPORTUNITY CLASS TITLE: FINANCIAL ADMINISTRATOR DIVISION: TREASURY BUREAU: COLLATERAL MANAGEMENT CITY: TALLAHASSEE COUNTY: LEON BRIEF DESCRIPTION OF DUTIES: Performs oversight of the analysis of collateral deposited with or pledged to the State Treasurer by various regulated entities (insurance companies, financial institutions; etc.) and evaluates their acceptability pursuant to the Florida Statutes. Supervises the activity and operation associated with the processing of collateral transactions. Responsible for work of direct reports that perform market valuations of securities deposited/pledged and oversees notification process to regulate offices of deficient entities. Drafts and evaluates procedures, forms, and systems utilized in managing collateral assets. Investigates internal controls and custody operations to determine adequacy or material weakness relative to the Bureau’s operation and collateral transactions. Submits recommendations for corrective measures and actions when determination of inadequacy or weakness is detected. Evaluates direct reports through defining responsibilities, establishing performance standards and measurements, monitoring the employees’ performance, and meeting regularly with employees to ensure that performance criteria are met. Trains new personnel in the same or lower class. Incumbent has the authority to make recommendations regarding the hiring and firing of direct reports. Trains staff in relation to the review of collateral pledged or deposited by financial institutions, insurance companies or other regulated entities to determine adequacy, quality standards and compliance with statutory requirements. Serves as contract administrator on contracts for vendor service for security pricing services. Oversees supply purchasing, mail processing, and certain recordkeeping. Serves as a liaison between this bureau, other agencies and regulated entities with regard to the protection of pledged assets. Serves as liaison between the bureau’s collateral custodians and entities that have pledged or deposited collateral. Participates in policy decisions to improve the collateral transaction process to ensure the protection of the assets against loss. Prepares periodic and special purpose reports of collateral pledged to or deposited with the Bureau. Performs related work as required in any work unit of the Bureau.
