About The Position

This position will contribute to the FDOT mission of providing a safe, efficient, and reliable transportation system by utilizing intelligent transportation systems and analyzing traffic data to manage freeway traffic operations, identify trends, and recommend operational improvements. The insights provided by this position will help shape the infrastructure investments and policy decisions for the freeway network in District Four. Through cooperation, coordination and collaboration among the OneFDOT team, you will be contributing to a strong and empowering culture of TRREC: Trust, Relationships, Respect, Empowerment, and Communication.

  • A high school diploma and four years of engineering, Intelligent Transportation System (ITS), traffic signal experience, or relevant employment experience developing or administering contracts relating to engineering or ITS. An associate’s degree from an accredited college or university in engineering, computer science, engineering technology, or mathematics can substitute for two (2) years of the required experience. A bachelor's degree from an accredited college or university in engineering, computer science, engineering technology, or mathematics can substitute for four (4) years of the required experience.

Responsibilities

  • Develops and manages professional and contractual services contracts and other types of agreements that support Traffic Operations functions (including, but not limited to, Road Ranger Incident Management Service Patrol program, Rapid Incident Scene Clearance (RISC) program and Traffic Incident Management (TIM) teams. Includes developing documentation for contract funding, RFPs and related documents; participates on technical review committees (TRC); evaluates contract work products; evaluates consultants; and processes/approves invoices.
  • Develops and programs Freeway Management System (FMS)/Arterial Management System (AMS) projects that facilitate operation of freeway/arterial management systems and incident management. Develops project Requests for Proposals (RFPs), technical specifications and concept plans. Identifies and programs project-related Operations and Maintenance (O/M) resources.
  • Performs engineering review and analysis. Develops traffic engineering reports and associated documents for freeway and/or arterial management, including signal operating plan development. Develops Freeway Management System (FMS)/Arterial Management System (AMS) network maintenance and operations performance reports. Interprets data and analyzes results using statistical techniques. Identifies, analyzes, and interprets trends or patterns in complex data sets.
  • Provides review comments on plan submittals generated by the Department and other entities. This includes developing technical comments directed to the design project manager or design engineer of record based on traffic operations fundamentals, Department design standards and engineering judgment. Includes accepting/rejecting the responses to those comments.
  • Supports development of the Department's Transportation Systems Management & Operations (TSM&O) program at the district, regional and statewide levels. Includes participating on task teams and providing input on business/strategic plans. Provides support during project implementation phases. Includes attendance at project meetings; interaction with project CEI (Construction Engineering and Inspection) personnel, contractors, vendors and Federal Highway Administration (FHWA); and participation in project acceptance testing. Develops TSM&O trend analysis and reporting capabilities. Ensures that robust and scalable solutions are implemented using a variety of internal and external data sources.
  • Evaluates and makes recommendations relating to application of new technology to support the Department's FMS/AMS programs.
