About The Position

We are SpecPro Sustainment & Environmental, LLC (SSE), a government contracting and consulting firm supporting several military installations and federal agencies across the U.S. SpecPro Sustainment and Environmental (SSE) is seeking a Facilities Sustainment, Restoration, and Modernization (FSRM) Program Development Analyst to support the Air Force Civil Engineer Center’s (AFCEC) Asset Management Framework managed out of AFCEC/CF (Facility Engineering). The Air Force utilizes Asset Management processes, procedures, and strategies to optimize infrastructure life-cycle management while balancing risk and fiscal constraints. The successful candidate will be part of the SSE team providing innovative solutions to execute the FSRM program’s objectives. The role will include supporting the FSRM Program Development Branch (AFCEC/CFPO) with strategic planning and coordination of repair project packages submitted for Higher Headquarters’ (HHQ) approval, ensuring each package complies with asset management principles, programming policy, and programming business rules. The Program Development Branch supports the following Activity Management Plans (AMPs): Facilities Utilities Transportation, Networks and Pavements Mission and Energy Assurance Expeditionary and Emergency Services Real Property Housing and Dorm Operations Natural Infrastructure

Requirements

  • Bachelor’s Degree.
  • 5+ years of related experience supporting DoD, Air Force, or federal facility/infrastructure programs.
  • Proficiency with database management and Microsoft Excel, Word, and PowerPoint.
  • Strong interpersonal skills to build relationships and foster a collaborative team environment.
  • Excellent written and verbal communication skills with ability to develop clear and concise deliverables, presentations, briefs, and written reports.
  • Ability to adapt and develop innovative solutions to complex programming issues.
  • Understanding of cross-functional span of control over various civil engineering specialties and fields.

Nice To Haves

  • Experience in a customer service, contractor environment.
  • Knowledge of Air Force mission and structure is preferred.
  • Experience with HHQ Project Authorization Tool (PAT), NexGen IT, and Sustainment Management Systems (SMS) such as BUILDER, PAVER, etc.
  • Strong analytical, organizational, and communication skills with ability to work independently and collaborate in a fast-paced government environment.
  • A background in Air Force Civil Engineering and familiarity with project programming and DD Form 1391.
  • An existing NAC-I clearance or ability to receive clearance.

Responsibilities

  • Demonstrate experience and knowledge of Activity Management, Requirement Identification, and Project Programming Programs or cross-Directorate programs.
  • Perform thorough review of submitted programming documents (DD Form 1391 & 1391C, Certificate of Compliance, and MILCON Replacement Calculations) to ensure compliance with the FSRM Programming Business rules and Programming Policy through a comment review matrix and facilitating changes/updates with USAF and USSF installations for repair projects.
  • Coordinate all staffing actions to facilitate collaboration amongst higher headquarters agencies to gain AFCEC/CC or SAF/IEE approval of the DD Form 1391 and supporting project documents.
  • Coordinate with base-level civil engineers, MAJCOMs, AFCEC, and other stakeholders to support project prioritization and execution.
  • Work with installations to inform on project development process and gain compliance with all applicable Air Force Instructions (AFI), Uniformed Facilities Criteria (UFC) and both the Air Force Comprehensive Asset Management (AFCAMP) and the FSRM DD Form 1391 Business Rules.
  • Support Requirement Identification by analyzing built infrastructure data, aggregating requirements, assessing asset performance predictions from Sustainment Management System (SMS), analyzing statistics and trends across portfolios, validating data, performing data management, and recommending enhancements to the process.
  • Validate AFCAMP project requirements for completeness and accuracy by reviewing project details, cost estimates, charrettes, and other required project documents.
  • Review planning actions submitted through the Comprehensive Planning Platform (CPP) for compliance with programming policy.
  • Support program development processes by establishing document templates/tools, providing logistic support, training, and process refinement recommendations associated with the maturation of the FSRM project approval process.
  • Support the development of data analysis on funding trends, project execution risks, and cost variances.
  • Develop informative, professional project presentations, executive briefings, and metric reports.
  • Administrative and technical support to mid- to senior-level staff to prepare information briefs to higher headquarters and SAF levels.
