About The Position

Under the direction and supervision of the Grants Administrator, this position administers the Community Development Block Grant (CDBG) and HOME Investment Partnership Grant (HOME) programs to ensure compliance with HUD requirements and regulations. Prepares, submits, and maintains a variety of records, reports and files related to assigned activities.

  • Three years of full-time paid employment in related field or any equivalent combination of education and/or experience.
  • Possess a valid Utah Driver’s License
  • English (read, write, and the use of proper grammar)

Nice To Haves

  • Bachelor’s degree from an accredited college or university in Public Administration, Business, Finance, Communications, Community/Economic Development, Education, Social Services, or related field preferred.
  • Spanish preferred
  • Notary Public or ability to obtain status if requested.
  • Familiarity with Neighborly and IDIS.
  • Familiarity with HUD Grants and funding requirements.
  • Familiarity with HUD Housing Quality Standards and Environment Review procedures.
  • Familiarity with basic finance, loan processing and underwriting procedures including federal documentation requirements, and applicable loan rules and regulations.

Responsibilities

  • Administer CDBG and HOME programs related to WVC home rehabilitation programs.
  • Coordinate with Grant and Loan committees.
  • Prepare budget forecasting documents and ongoing budget reconciliation tracking forms.
  • Monitor contractors to stay within budget and scope of work.
  • Prepare various financial, real estate, and legal documents related to loans, deeds, liens, and grants.
  • Monitor federally funded construction projects and subrecipient programs to ensure compliance with all applicable regulations and requirements, including, but not limited to, environment reviews, Housing Quality Standards, Section 3 labor standards, Davis-Bacon and Related Acts for wages, and Build America, Buy America Act rules for materials and products.
  • Coordinate and supervise the work of project managers, consultants, contractors, inspectors, and financial institutions.
  • Conduct visits to construction and work sites to monitor compliance with federal laws and regulations.
  • Conduct and attend pre-bid and pre-construction meetings.
  • Ensure compliance and provide technical assistance to CDBG subrecipients such as training, reporting, and invoicing within Neighborly, IDIS, and other software as needed.
  • Training subrecipients and contractors in the federal laws and regulations that need to be followed during the construction period.
  • Assist with periodic audits of records and procedures; develop and implement tracking systems to ensure the timely progress of projects.
  • Assist with compilation of reports involving expenditures, activity levels, outcomes, and goals, including, but not limited to, the Consolidated and Annual Action plans, and the CAPER within IDIS.
  • Provide technical assistance to CDBG subrecipients such as compliance, training, reporting, and invoicing within Neighborly.
  • Provide technical assistance to loan applicants including assistance with applications, closing documents and loan payments within Neighborly.
  • Prepare loan summary reports, financial analyses, key program metrics, loan underwriting, closing documents and secure Trust Deeds.
  • Develop public education materials and attend community events to educate the public of rehabilitation and grant opportunities.
  • Coordinate with Finance Department, Legal Department, Housing Department, Building Inspection Division, homeowners, real estate professionals, and contractors to deliver grant and loan program materials efficiently and effectively.
  • Participate in trainings, conferences, and meetings that facilitate the administration of WVC grant and loan programs.
  • Coordinate and contribute to the flow of information internally and externally with city employees, clients, and other organizations.
  • Answer telephones and emails, greet visitors, handle program inquiries, and solve client problems.
  • Set up and maintain paper and electronic filing systems for records, correspondence, and other material.
  • Operate office equipment such as fax machines, copiers, and phone systems, and use computers for spreadsheet, word processing, database management, and other applications Must be able to use Word, excel and Outlook proficiently and have the aptitude to learn to use other software programs as needed.
  • Other duties as assigned.
