About The Position

This position reports to the Grants Coordinator within the Agency Financial Services division and has responsibility for day-to-day financial management of the Department’s grants including drawing down cash for federal reimbursement, grants reconciliations, preparing federal reports, and Cash Management Improvement Act (CMIA) reporting to the Office of the State Controller.

Requirements

  • Thorough knowledge of accounting principles and practices.
  • Intermediate knowledge of governmental accounting methods, procedures, and financial practices.
  • Experience in managing lower-level accountants and support personnel.
  • Experience in applying accounting judgment and theory to a wide variety of situations that are not covered by regulations or precedents.
  • Experience in developing complex accounting worksheets and reports.
  • Experience in presenting results of analysis to program administrators and negotiate changes and/or implementations.
  • Bachelor’s degree in accounting, or a degree in business administration, finance, public administration, or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework; and two years of professional accounting/auditing experience in the preparation of interpretive or analytical accounting. financial statements and reports; or equivalent combination of education and experience.

Responsibilities

  • Grant reimbursement activities, including monitoring of federal cash drawn by the Cash Management section to reimburse federal expenditures incurred.
  • Identifying, researching, and addressing reconciliation variances and issues related to grant expenditures, revenues, and transfers between budget codes.
  • Review general ledger reports, including grant life-to-date reports, on a continual basis to identify and address any red flags, e.g., over or under spending, concerns with period of performance and liquidation, improper grant year assignment, and other account coding issues.
  • Monthly, quarterly, and annual grant reporting to both state and federal agencies.
  • Support and/or serve as backup for other grant-related functions including, but not limited to, federal drawdown processing, time and effort processing, grant payment processing.
