About The Position

Ensures compliance with all grant requirements and reporting obligations across diverse funding sources supporting the Health and Human Services (HHS) Department. Fills a vital role in supporting program staff and coordinating with accounting and grant teams to align grant activities with tribal policies and codes, funding regulations, and the mission of the Cowlitz Indian Tribe. Maintains professionalism in all interactions with internal and external stakeholders. Adheres to HIPAA and confidentiality requirements. Honors and represents the mission, vision, and values of the Cowlitz Indian Tribe (CIT) and of the HHS department. Requirements

  • Three (3) years of experience in grants management or compliance, preferably in a tribal, nonprofit, or public health setting.
  • Experience with federal and state grant programs, including Indian Health Service (IHS), Substance Abuse and Mental Health Services Administration (SAMHSA), Health Resources and Services Administration (HRSA), Washington State Health Care Authority (HCA), and foundation grants.
  • Bachelor’s degree in Public Administration, Business, Accounting, Health Administration, or related field.
  • Experience with grant management software.
  • A combination of relevant education and experience may be considered.
  • A valid driver’s license is required when driving vehicles for work-related purposes.
  • Must be able to successfully pass a background screening/investigation according to established requirements.
  • Tribal preference in accordance with the Cowlitz Indian Tribe Code and CIT Employee Policies and Procedures Handbook shall apply to all positions.
  • All positions are required to adhere to CIT’s established safety policies regarding vaccine requirements and personal protective equipment (PPE).

Responsibilities

  • Monitors grant activities using grant management software (or other applicable Tribal systems) and collaborates with Grant Managers to ensure compliance with applicable federal, state, and tribal regulations and funding agency requirements.
  • Reviews grant agreements and award documents to identify reporting, spending, and performance obligations.
  • Coordinates with program managers to ensure timely submission of required reports, including financial, narrative, and performance reports.
  • Reviews grant expenditures and assists Program Managers with budget monitoring to ensure alignment with approved budgets and allowable costs using both grant management software and accounting software.
  • Supports audits and site visits by drafting responses and gathering documentation in response to inquiries from funding agencies.
  • Maintains organized and up-to-date grant files within grant management software in accordance with Tribal policies and procedures.
  • Assists in the development and implementation of internal controls and procedures to ensure grant compliance.
  • Provides training and technical assistance to program staff on grant requirements and best practices.
  • Collaborates with the Finance and Grants teams to ensure grant codes in the accounting and grant management software are kept current, including Grant Manager information, contract specifics, and archiving/discontinuing when appropriate
  • Stays current on changes in grant regulations and compliance standards, particularly for IHS, HHS, SAMHSA, HRSA, DOJ, DoED, and other key funders.
  • Maintains professional and technical knowledge by conducting research, attending seminars, educational workshops, classes, and conferences; reviewing professional publications; establishing networks; participating in professional societies; and conferring with representatives of contracting agencies and related organizations.
  • Supports grant proposal development by reviewing compliance requirements and assisting with budget narratives.
  • Works with the Operations team and Directors to maintain consistency and standards for the HHS department.
  • Contributes to a team effort and accomplishes related results as required.
  • Performs other duties as assigned.
