About The Position

The Compliance Specialist – Baltimore Campus provides hands-on operational support for personnel file remediation, ongoing compliance maintenance, and regulatory documentation for youth-serving programs across Maryland, West Virginia, and Pennsylvania at Everstand. This role executes compliance tasks under the direction of the HR Operations Manager, supporting organizational readiness for licensing reviews, internal audits, and external state and federal audits. The specialist plays a key role in maintaining compliant personnel files with the Pre-Employment team, which is also under the direction of the HR Operations Manager, and serves as a backup for other compliance projects such as the Maryland State Department of Education’s Ed. Article 6-112.3 and Office of Licensing and Monitoring Residential Child and Youth Care Practitioner (RCYCP) process as assigned. The role will maintain physical personnel files and the HRIS data integrity. The specialist is expected to ensure compliance with applicable federal, state, accreditation, and program‑specific employment regulations — including COMAR, OSSE, OLM, ORR, CARF, PA 3800, and Joint Commission standards — to deliver a positive, mission‑driven employee experience. Requirements

  • Bachelor’s degree with a minimum of 4 years of human resource/compliance/auditing experience.
  • Knowledge of employment laws, compliance requirements, and best practices in hiring and recruitment.
  • Strong organizational, communication, and interpersonal skills.
  • Ability to obtain and maintain a notary within 90 days of hire.
  • Must pass background checks (CPS, fingerprinting), drug screening, TB screening, and physical work-readiness.
  • Ability to work effectively with internal and external partners and stakeholders, demonstrating empathy, maturity, professionalism, and tact.
  • Proven effective time management, planning, communication, and interpersonal skills
  • Ability to work in Microsoft Office (Word, Excel, PowerPoint, Outlook).
  • Ability to communicate in a clear, concise manner, both written and orally.
  • Must be computer literate with competence in spreadsheets, databases, and other software utilized by the organization.
  • Ability to pass the TCI certification both at employee orientation and per the schedule outlined by HR thereafter. (Non-Direct at hire).
  • Ability to pass CPR/First Aid certification both at employee orientation and per the schedule outlined by HR thereafter.
  • Ability to demonstrate the possession of a valid driver’s license before employment and the ability to maintain the license and operate a motor vehicle thereafter.
  • Ability to pass CPS/UII background check both before employment and per the schedule outlined by HR thereafter.
  • Ability to pass a Tuberculosis Screening both before employment and per the schedule outlined by HR thereafter.
  • Ability to pass a work-readiness physical performed by a certified medical professional both before employment and per the schedule outlined by HR thereafter.
  • Ability to pass a Federal and State Fingerprinting Background Check, both before employment and per the schedule outlined by HR thereafter.
  • Ability to pass a drug screen via urinalysis both before employment and randomly thereafter.

Nice To Haves

  • Master’s degree plus experience in human services, healthcare, or other regulated industries.
  • Familiarity with compliance frameworks such as ORR, PA 3800, or auditing.
  • PHR or SHRM-CP certification preferred but not required.

Responsibilities

  • Assist with the remediation of incomplete or non-compliant personnel files across MD, WV, and PA
  • Organize files according to the approved compliance file audit checklist
  • Track remediation progress and report status updates to the HR Operations Manager
  • Flag unresolved gaps or regulatory risks for escalation
  • Maintain routine compliance tracking for personnel file components, including medical clearances, state certifications, and background clearances.
  • Update internal trackers, HRIS systems, and other shared compliance tools
  • Conduct assigned file audits with the QI Department and Coordinators
  • Notify leaders and staff of upcoming clearance expirations in accordance with the protocol
  • Support internal audits and corrective action follow-up activities
  • Assist with preparation for licensing inspections, monitoring visits, and documentation requests from the state
  • Maintain organized compliance records for quick retrieval
  • Work closely with the HR Operations Manager, Pre-employment team, and QI Department
  • Provide clear, timely updates on assigned compliance tasks
  • Maintain confidentiality and professionalism in all record handling
  • Update and produce timely weekly reports to the Leadership team and federal partners.
  • Conduct internal audits on-schedule, set by the HR Operations Manager and QI Department
  • Visits various locations for audits and training sessions.
  • Understand all HR/training regulatory requirements and ensure all records and practices are compliant (i.e., Licensing, Medicaid, CARF, etc).
  • Upload electronic files into the appropriate HRIS.
  • Manage and update HRIS and L&D systems and assign new hire training tracks in Relias
  • Input personnel file clearance dates and other data in the CJAMS and ADP Database
