About The Position

The HR & Payroll Manager is a hands‑on, working HR generalist responsible for the direct execution and management of all human resources and payroll functions. This role personally carries out day‑to‑day HR and payroll work while maintaining accountability for accuracy, compliance, and follow‑through across the employee lifecycle. Partnering closely with the Vice President of Human Resources, the HR & Payroll Manager supports a positive employee experience and ensures human resources and payroll processes are delivered consistently, compassionately, and in compliance with applicable regulations in a hospice care environment.

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, or a related field required.
  • Five or more years of progressive experience in human resources and payroll, with demonstrated hands‑on generalist experience; healthcare or hospice experience preferred.
  • Strong working knowledge of employment law, payroll practices, and HR best practices.
  • Experience processing payroll and administering benefits and leaves of absence.
  • Proficiency with HRIS and payroll systems.
  • High level of proficiency with Microsoft Office applications, including Excel, Word, and Outlook.
  • Excellent interpersonal, written, and verbal communication skills.
  • Strong organizational, analytical, and problem‑solving skills with exceptional attention to detail.
  • Ability to manage multiple priorities and deadlines while maintaining confidentiality.
  • Demonstrated ability to work independently while collaborating effectively with leadership and staff.
  • Valid Wisconsin driver’s license and proof of current car insurance are required upon hire and must be maintained throughout employment.
  • Must be able to drive to and from locations as necessary for your role.
  • Must be able to maintain healthy boundaries and positive interpersonal relationships.
  • Must be tactful and courteous in communication with others, whether in-person, by phone, or in writing.
  • Must act with integrity and demonstrate good work ethics including reliable attendance and punctuality.

Nice To Haves

  • HR certification (PHR, SPHR, SHRM‑CP, or SHRM‑SCP) preferred.
  • healthcare or hospice experience preferred.

Responsibilities

  • Serve as the primary point of contact for employees regarding HR policies, benefits, payroll, timekeeping, and leaves of absence.
  • Respond to and resolve routine employee relations concerns and escalate complex or sensitive issues as appropriate.
  • Support performance management processes, including documentation, coaching support, and corrective action under the guidance of HR leadership.
  • Oversee full‑cycle recruitment for clinical and non‑clinical positions, including posting positions, screening candidates, coordinating interviews, and supporting hiring decisions.
  • Oversee new employee onboarding and orientation, ensuring completion of all required documentation and training.
  • Coordinate employee offboarding, including exit interviews, final documentation, and benefits notifications.
  • Process employee lifecycle transactions including new hires, promotions, transfers, status changes, and terminations in HRIS and payroll systems.
  • Maintain accurate and confidential personnel records and ensure data integrity across HR and payroll systems.
  • Oversee pre‑employment requirements such as background checks, reference checks, and I‑9 verification.
  • Ensure compliance with federal, state, and local employment laws, as well as healthcare‑ and hospice‑specific regulations.
  • Administer accurate, compliant payroll; resolve discrepancies and respond to employee payroll inquiries.
  • Administer employee benefits programs, including enrollments, life‑event changes, and benefits communications.
  • Track and administer leaves of absence (FMLA, ADA) and workers’ compensation claims, coordinating documentation and return‑to‑work processes.
  • Support organizational culture, engagement, and retention initiatives aligned with hospice core values of compassion, dignity, and service.
  • Support employer branding efforts and represent the organization at recruitment and community outreach events, such as job fairs or health fairs.
  • Manage the execution of HR and payroll functions, ensuring work is completed accurately, timely, and in compliance with policy and law.
  • Recruit, train, and directly supervise HR staff, as applicable, while remaining actively involved in day‑to‑day HR operations.
