About The Position

The HR & Payroll Specialist is accountable for supporting, implementing, and maintaining Human Resources policies, programs, and initiatives that support the organization’s employees, mission, and values, and executing compliant payroll functions for the organization.

Requirements

  • Strong knowledge of human resources and payroll processing principles and best practices to support the organization’s vision, mission, and goals
  • Strong knowledge of federal, state, and local labor laws, employment laws, and regulations
  • Strong knowledge of talent acquisition, benefits, and leave administration policies
  • Excellent knowledge of payroll systems and best practices
  • Excellent knowledge and experience with human resources and payroll systems and software (ex. Paylocity, QuickBooks, etc.), and the ability to learn new systems
  • Excellent communication, organizational, interpersonal, and time management skills
  • Strong analytical, critical thinking, and reporting skills
  • Ability to maintain and cultivate relationships within the organization
  • Ability to maintain strict confidentiality
  • Bachelor’s degree in Human Resources, Organizational Psychology, Business Administration, or related field preferred, or equivalent experience required
  • Human Resources certification (ex. SHRM-CP, PHR) preferred
  • A minimum of three (3) years of human resource and payroll experience required
  • Must be able to pass a background check
  • Valid driver’s license and related insurance

Responsibilities

  • Provides support to HR leadership and implements and executes the organization’s HR initiatives
  • Maintains and documents compliant HR policies and processes, including but not limited to mandatory compliance training, policy acknowledgments, current Labor Law posting requirements, etc.
  • Performs recruiting functions, including but not limited to applicant screening/sourcing, interviews, and facilitates the onboarding of selected candidates; collaborates with hiring managers to understand skills and competencies required for openings
  • Performs onboarding functions, including but not limited to background checks, employee eligibility verifications, and required HRIS tasks
  • Implements new hire orientation, employee recognition programs, and other HR initiatives
  • Performs fractional HR tasks required to administer and execute human resource programs, including but not limited to benefits, leave administration, personnel file management, investigations, performance and talent management, recognition, and training and development
  • Handles employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate staff
  • Provides support and participates in employee disciplinary meetings, terminations, and investigations as needed
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommends best practices; reviews policies and practices to maintain compliance
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law
  • Performs other duties as assigned
  • Accurately processes all payroll changes, including but not limited to employee changes, benefit deductions, etc.
  • Manages employee leave, including but not limited to, time off tracking, acquiring approvals and/or approving requests as needed, etc., in accordance with the organization’s time off and leave policies
  • Performs semi-monthly payroll processing functions for exempt and non-exempt staff timely and accurately, including GL journal entries, funding requests, and reconciliations related to payroll and expenses
  • Responsible for reviewing and processing all expense reimbursement payments
  • Manages accurate semi-monthly HSA and retirement contributions and funding tasks
  • Performs contractor payroll processing functions and tasks
  • Payroll reporting tasks as required
  • Coordinates and manages new hire benefits and benefit changes, including but not limited to health insurance, disability insurance, life insurance, retirement plans, and other employee benefits
  • Supports and manages annual Open Enrollment tasks, including but not limited to coordination of employee meetings, benefit documents, employee enrollment tasks, etc.
  • Responsible for monthly benefit reconciliations and monthly payment of carrier invoices
  • Benefit reporting duties, including but not limited to ACA reporting, etc.
  • Point of contact for all employee inquiries and issues related to benefits
