About The Position

The HSE Manager is responsible for leading, developing, implementing, and continuously improving Health, Safety, and Environmental (HSE) programs that support safe construction, commissioning, and operation of Repsol Renewables North America (RRNA) assets. The role acts as a bridge between strategic HSE leadership and field execution, ensuring compliance, risk management, HSE training, emergency preparedness, and strong safety culture across all project sites. This position requires approximately 50% travel.

Requirements

  • Bachelor’s degree in Engineering, Environmental Science, Occupational Health & Safety, or related discipline.
  • 7-10 years HSE program development and experience in renewable energy or power generation.
  • Experience with EAPs, SPCC, sustainability programs, and waste management.
  • Strong field experience performing inspections, hazard analysis, and environmental monitoring.
  • Proficient in Microsoft Office and HSE management software.
  • Strong communication, analytical, and problem‑solving abilities.
  • Ability to climb wind turbines and work in field conditions.
  • Ability to travel approximately 50%.

Responsibilities

  • Training Program Development & Delivery Design, develop, and maintain a comprehensive annual HSE training plan covering regulatory, corporate, and site‑specific topics.
  • Organize and deliver safety and environmental training programs for employees, contractors, and subcontractors.
  • Develop specialized training for high‑risk activities including but not limited to electrical safety/LOTO, crane operations, fall protection, confined space, hot work, and excavation.
  • Maintain a full HSE competency tracking system and ensure qualification requirements are met.
  • Coordinate with external providers for GWO, NFPA 70E, first aid/CPR, and other certifications.
  • Evaluate training effectiveness through assessments and field validation.
  • Provide coaching to Field HSE Manager and regional HSE associates.
  • Develop onboarding HSE orientation materials.
  • Familiarity with implementing, developing, and assigning courses within a Learning Management System (LMS).
  • HSE Budget Management Develop annual HSE budgets including equipment, software, consulting, and travel expenses.
  • Track and manage HSE expenditures; prepare variance reports and forecasts.
  • Approve purchases for HSE tools, PPE, environmental supplies, and monitoring equipment.
  • Manage contracts for third‑party HSE services.
  • Identify cost‑saving opportunities without compromising safety.
  • Prepare budget justifications tied to new project development and regulatory requirements.
  • Safety Awareness & Communications Develop and distribute regular Safety Awareness Bulletins on lessons learned, seasonal hazards, industry events, and best practices.
  • Create targeted alerts in response to incidents or emerging hazards.
  • Produce awareness materials on wildfire prevention, heat/cold stress, severe weather, electrical safety, and driving safety.
  • Collaborate with Field HSE Manager to incorporate site observations.
  • Maintain a central bulletin library and communication cadence.
  • Track engagement metrics and improve content accordingly.
  • Develop visual aids and infographics for high-risk tasks and emergency procedures.
  • Safety and Environmental Management Tools & Equipment Assistance Review and assess the implementation of emergency action plans (EAPs), vegetation management plans (VMPs), spill prevention, control, and countermeasure (SPCC) plans, waste management plans and other site-specific items.
  • Assess site needs for spill kits, containment, stormwater BMPs, erosion controls, air monitoring, and wildlife systems.
  • Coordinate procurement, delivery, and deployment of environmental equipment to sites.
  • Support implementation of SPCC, SWPPP, VMPs, waste plans, and EAPs.
  • Develop standardized environmental equipment checklists.
  • Coordinate with environmental consultants and vendors for specialized equipment.
  • Review environmental tools during site visits and recommend upgrades.
  • Maintain portfolio‑wide environmental equipment inventory and redistribution process.
  • Social Engagement & HSE Culture Building Coordinate HSE engagement programs including recognition events, milestone celebrations, and Safety Week activities.
  • Support site stand‑downs, wellness events, and community safety outreach.
  • Manage HSE recognition and reward programs.
  • Develop HSE content for newsletters, intranet, and digital signage.
  • Partner with HR and Communications on engagement initiatives.
  • Share best practices and success stories across sites.
  • Organize HSE forums and town halls.
  • Track participation metrics and correlate with leading indicators.
  • Policy, Compliance & Risk Management Maintain HSE policies and ensure alignment with regulations and corporate standards.
  • Implement HSE contractual requirements for construction and operations.
  • Identify and manage risks across project lifecycle stages.
  • Conduct inspections and audits for compliance.
  • Lead incident investigations and corrective actions.
  • Monitor regulatory changes and advise stakeholders.
  • Manage regulatory reporting and documentation.
  • Support contractor HSE qualification and performance review processes.
  • Emergency Preparedness & Drills Plan and conduct emergency drills including fire, spill, severe weather, medical, and evacuation scenarios.
  • Review emergency action plans for adequacy.
  • Ensure emergency response equipment readiness at all sites.
  • Coordinate with local emergency response agencies.
