We are seeking an HSE Specialist for our Houston, TX location to be an active partner in building a strong safety culture across roads, bridges, and highway construction projects. This role goes beyond compliance. It’s about applying your expertise to coach, guide, and engage with crews every day. The HSE Specialist works side by side with operations, supervisors, and craft to strengthen awareness, reinforce accountability, and deliver solutions that prevent incidents before they happen. Job Description Assist the Division Safety Manager in maintaining and advancing a safety program consistent with company standards and regulatory requirements. This includes pre-job planning, supporting task-specific procedures, and evaluating field performance. Monitor compliance, issue periodic reports, and develop action plans to improve results. Participate in creating and delivering impactful training for safety, personnel development, and crew engagement. Strong computer and reporting skills are essential to prepare accurate investigations, analyses, and documentation.

Requirements

  • 3 to 5 years of safety experience in heavy civil, road, bridge, or highway construction
  • Strong computer skills with the ability to prepare investigations and reports
  • Completion of required pre-employment testing and new hire orientation quizzes
  • Ability to pass drug/alcohol screening and physical evaluation
  • Must not pose a direct safety threat to self or others
  • Meet all client safety requirements including PPE and grooming standards
  • Able to properly wear safety equipment such as respirator, fall protection, and hearing protection
  • Comply with company drug and alcohol policy
  • Pass required physical exams as needed
  • Climb ladders, scaffolds, and work safely at heights
  • Stoop, kneel, crouch, crawl, and work in confined spaces
  • Lift and carry up to 50 lbs. safely, requesting help for heavier loads
  • Stand or walk for extended periods on uneven ground surfaces
  • Work extended hours in outdoor conditions including heat, cold, humidity, and rain
  • Be clean-shaven when required to wear respirators or other PPE
  • Work performed on industrial construction sites and training environments
  • Must navigate uneven ground and obstructed paths
  • Work performed both at elevation and in confined spaces
  • Exposure to outdoor elements including extreme temperatures and humidity
  • Work around heavy equipment, noise, and potential chemical hazards

  • Bilingual proficiency in English and Spanish is a plus

Responsibilities

  • Assist the Division Safety Manager in maintaining and advancing a safety program consistent with company standards and regulatory requirements.
  • Includes pre-job planning, supporting task-specific procedures, and evaluating field performance.
  • Monitor compliance, issue periodic reports, and develop action plans to improve results.
  • Participate in creating and delivering impactful training for safety, personnel development, and crew engagement.
  • Prepare accurate investigations, analyses, and documentation.
  • Take part in project planning to help create safe and productive work environments
  • Inspect and maintain first aid kits, firefighting equipment, and evacuation systems
  • Post hazard warnings and ensure crews are trained in safe procedures
  • Maintain proper documentation for compliance with regulations
  • Track and manage PPE and safety supply inventories
  • Assist in identifying project-specific safety needs
  • Coordinate weekly safety meetings and specialized reviews with supervision
  • Conduct new hire safety orientations and refresher sessions
  • Promote safety awareness through posters, campaigns, and crew talks
  • Prepare monthly safety reports and review results with project leadership
  • Support accident investigations and insurance documentation
  • Work with Risk Management and insurance providers as needed
  • Perform additional duties as directed by supervision
  • Apply sound judgment and independent decision-making within safety standards
  • Travel as needed to field locations
  • Communicate effectively with crews, supervisors, and leadership
