About The Position

PeopleTec is currently seeking a Human Resources Specialist to support our Fort Belvoir, VA location. PeopleTec, Inc. is seeking a Human Resources Specialist to support our Fort Belvoir, VA operations as part of the stand‑up and maturation of a new Capability Program Executive (CPE) organization. In this role, the specialist will help establish and refine HR processes that enable the CPE to build, manage, and sustain a high‑performing workforce aligned to emerging capability needs. Responsibilities will include supporting position management, staffing actions, workforce planning, onboarding, and coordination with government stakeholders to ensure personnel actions are executed efficiently and in compliance with applicable policies. The ideal candidate will be comfortable operating in a dynamic stand‑up environment, contributing to the development of new workflows and documentation, and providing proactive HR support to a mission‑focused team driving capability development across the enterprise.

Requirements

  • Minimum of 5 years of experience in DoD operational environment, with experience supporting Army or joint programs.
  • Capable of providing expertise in administration, communication, operations management, event planning, and/or analytical techniques and processes for both technical and administrative support activities.
  • Capable of providing knowledge of human resources analytical principles and practices, management and organizational behavior/analysis, workforce management, human resources information systems, and/or provides technical advice on project teams.
  • Works as a member of teams and assists with solving complex problems.
  • Capable of working independently with some training and oversight
  • Ability to work within a team environment Competency in Microsoft Office including PowerPoint, Word and Excel
  • Ability to multi-task and complete assignments on schedule
  • Strong verbal, communication and writing skills
  • Candidate mustbe a U.S. Citizen
  • Candidate must currently have an active DoD Secret security clearance and be able to maintain this clearance level during employment
  • Must have a current driver's license.

  • A completed Bachelor's Degree in a related field with 5+ years of relevant work experience..
  • Associates or Bachelor's Degreein related field preferred; however, qualified experience may be substituted for education using the following guideline: for one year of an educational requirement, two years relevant experience can be used; i.e. 12 years relevant experience. (Relevant experience =directly traceable to job description requirements)

Nice To Haves

  • Familiarity with Army or Joint personnel systems, workforce planning tools, or HR information systems (e.g., DCPDS, ATAAPS, USA Staffing, or similar).
  • Experience conducting workforce analysis, organizational assessments, or process improvement initiatives.
  • Demonstrated skill in preparing executive‑level briefings, reports, and decision‑ready products.
  • Training or certification in HR, project management, or organizational development (e.g., SHRM‑CP, PHR, PMP, DAWIA/FAC‑P/PM) is a plus.

Responsibilities

  • Support the establishment and maturation of the Capability Program Executive (CPE) by developing, coordinating, and refining HR processes, workflows, and documentation.
  • Execute and track personnel actions, including staffing requests, position management updates, onboarding activities, and workforce transitions in alignment with government policies and organizational requirements.
  • Provide HR analytical support by evaluating workforce data, identifying trends, and preparing reports or recommendations to inform CPE leadership decisions.
  • Serve as an HR advisor to project teams, offering guidance on organizational structure, workforce planning, labor categories, and personnel management best practices.
  • Coordinate with government stakeholders, internal leadership, and cross‑functional teams to ensure timely and accurate execution of HR and administrative actions.
  • Assist in planning and supporting CPE‑related meetings, events, and operational activities, ensuring effective communication and documentation.
  • Maintain and update HR information systems, personnel trackers, and documentation repositories to ensure accuracy, compliance, and audit readiness.
  • Contribute to solving complex organizational and personnel challenges by collaborating with multidisciplinary teams and applying HR principles and analytical techniques.
  • Prepare briefings, correspondence, and reports using Microsoft Office tools, ensuring clarity, accuracy, and professionalism.
  • Operate independently with minimal oversight while managing multiple tasks and deadlines in a fast‑paced, evolving environment.
