About The Position

The Land Representative, under the direction of the Manager of Land, provides Boardwalk Pipelines with a level of land expertise that requires knowledge of land-related techniques, procedures and practices including but not limited to. Acquiring and maintaining land rights and approvals required for surveying, constructing, operating, maintaining, and removing Boardwalk’s facilities. Providing ongoing support to Operations and MCAP projects by obtaining land rights and settling damages and assisting the project team as necessary to ensure the success of the projects. Preparing basic legal documents suitable for recording in various states for servitude and easement acquisition, assignments, amendments, reimbursements, release of rights-of-way, encroachments, real estate sales and purchases, options, etc. Assisting internal departments (i.e. Operations, Engineering, Construction, Environmental, Pipeline Integrity, Legal, Pipeline Safety, Commercial, and Business Development) with project planning, budgeting, cost estimating, construction, maintenance and compliance issues. Meeting and negotiating with Governmental groups and agencies as well as landowners and/or their representatives and maintaining good working relationships with all. Providing technical expertise, advice and solutions to outside customers such as oil and gas producers, developers and contractors. Attending and participating in project, team, and departmental meetings either in person or virtually. Acting as a mentor to less experienced land personnel and assisting the Manager of Land and Director of Land in land-related matters. Assisting other Land Team members as time and workload allows.

Requirements

  • General knowledge of pipeline operations, underground storage fields, measurement, corrosion and safety
  • General knowledge in the acquisition of pipeline right of way and related agreements, leases and permits
  • Knowledgeable of pipeline construction and real estate transactions (buying, selling, managing) and permitting experience
  • Excellent negotiation and communication skills
  • Project organization and time management skills
  • Self-motivated and able to work with minimum supervision
  • Ability to prepare and interpret land documents
  • Team player
  • Excellent interpersonal skills with internal and external stakeholders, good computer and math skills, and excellent mentoring skills
  • Strong computer skills in Outlook, Word, Excel, and virtual communication platforms
  • Valid Driver’s License and clean driving record
  • Ability to travel up to 50% of the time

Nice To Haves

  • 1-3 years of related land experience
  • Abstractor, title clerk or paralegal experience a plus
  • Experience with condemnation deposition and testimony
  • Familiarity with Land database systems
  • Familiarity with acquisition and divestiture Due Diligence process
  • Preparation of Land related documents
  • Knowledgeable of all applicable state land laws
  • Knowledge of appraisal, engineering drawings, surveying, title research, drafting and platting of legal descriptions
  • Knowledge of FERC requirements related to Land
  • Knowledge of Title 49 CFR, Part 192
