About The Position

Under the direction of the Communications Center Supervisor and/or Police Chief performs work supervising and directing employees engaged in public safety dispatching and emergency call-taking operations, monitors communication center equipment and systems, assists in the development of policies and procedures and monitors the overall efficiency of the communications center.

Requirements

Must have ability to type 50 words per minute on a standard keyboard and have essential knowledge of spelling, vocabulary office procedures and techniques, analytical abilities and a good knowledge of all office equipment.
Comprehensive knowledge of standard operating procedures for law enforcement and fire service communication centers, including the operation and capabilities of radio, telephone and computer equipment.
Comprehensive knowledge of the state computer and other computer programs used within the communications center.
Has demonstrated the ability to maintain positive relationships within the dispatch center.
Must maintain yearly in-service certification hours.
Must be able to use a computer, telephone, two-way radio, copy machine and fax machine.
Must be able to provide 911 recordings when asked.
Work shifts including nights, weekends and holidays.
Due to the emergency nature of the work, employees are subject to overtime and are required to take meal breaks on site when working at minimum staffing levels.
Successfully operate the following systems and equipment: computer aided dispatch system, PSAP equipment, TTY/TDD equipment, radio system console, audio recording equipment, phone system, fax machine, alarm boards and other similar systems.
Speak clearly and be understood by field units when communicating via telephone and radio.
Hear and understand the public and field units when communicating via telephone and radio.
Successfully provide leadership and manage the resources and operations of a public safety communications center.
Must complete a supervisor's course within the first 12 months of employment or as soon as a class is available.
Must have good communication and organizational skills.
Must be able to operate a computer using the existing programs and software.
Good knowledge of proper grammar, punctuation and spelling.
Skilled in inter-personal communication, telephone etiquette and in maintaining effective working relationships with subordinates and superiors.
Ability to deal with high stressful situations while maintain composure.
Must be multi-task oriented.
Graduation from a standard senior high school or equivalent (GED)
Must be a Communications Officer III or Communications Officer II with experience in public safety telecommunications as a Communications Officer and E911 call takers
Must maintain current EMD, CPR, and State Certifications
Complete Utah POST certification as a Communications Officer
Must maintain a valid Driver's License
Successfully pass a comprehensive criminal history background , a driving record check, and a pre-employment drug test

Responsibilities

Promotes and follows the Department's mission statement, values and expectations.
Supervises, assigns, trains and evaluates employees in the performance of public safety dispatching and emergency call-taking duties and observes the efficiency with which work is being performed.
Ensures conformance to the methods, policies and procedures of the Department.
Provides supervision and leadership within the Communication Center, recognizes employee performance and contribution, promotes development and growth, fosters a learning environment, mentors, coaches and counsels subordinates.
Schedules Communications Officers to ensure 24/7 coverage including coverage for vacation, sick leave, emergency, training and FMLA.
Participates in selection of Communication Center personnel, including applicant testing and interviews.
Completes monthly Employee Action Logs for each dispatcher.
Develops and provides training to employees including remedial training.
Manages the Communication Training Officer program ensuring it is thorough and effective.
Makes suggestions for improvement and implements changes.
Ensures proper documentation and reporting during new hire training.
Assists in the development of policies and procedures for the Communication Center; recommends changes in work methods, completes updates to policies, procedures and training documentation.
Conducts complaint investigations, documents findings and recommends corrective or disciplinary actions.
Inspects, monitors and reports the need for preventative maintenance and repairs of center equipment, systems premises and supplies.
Performs the duties of a Communications Officer.
Performs Quality Assurance reviews monthly and provides feedback and training as needed.
Attends meetings as required.
Assists the Communications Officers Supervisor with the operations of the Communications Center including planning, prioritizing, hiring, scheduling, training, supervising and evaluating performance.
Performs other duties as assigned.

Benefits

Medical Insurance Benefits begin on the date of hire. Bountiful City offers Select Health and PEHP networks, with the choice of Traditional or High Deductible plans on either network. Bountiful pays 100% of the premium for employees (single coverage), 95% of the premium for two-party coverage, and 90% of the premium for family coverage.
Dental and Vision Insurance Dental and Vision coverage is provided by Renaissance. This coverage is optional and is paid for by the employee. It is effective on the first day of the month following the date of hire.
Life Insurance Group Term Life insurance coverage of two times the annual salary + $10,000 is provided to the employee, $10,000 for a spouse, and $10,000 per eligible dependent. The premium for this coverage is paid by the City. Additional supplemental life insurance may be purchased by the employee.
Flexible Spending Accounts (FLEX$) Eligible employees may elect to enroll in the FLEX$ program offered by PEHP. Employee contributions are made bi-weekly through payroll. Funds can be used to pay for eligible medical expenses (up to $3,300 per year for 2025 and may be spent during a grace period of 75 days) and for dependent childcare expenses (up to $5,000 per year) on a pre-tax basis.
Health Savings Account (HSA) Employees who are enrolled in a High-Deductible plan will receive pre-tax contributions from Bountiful City to fund their HSA. Employer contribution amounts rely on the tier of medical coverage chosen by the employee and are prorated based on date of hire. Annually these amounts are $1000 (single coverage), $2,000 (two-party coverage), and $3,000 (family coverage). Employees have the option to make bi-weekly pre-tax contributions to their HSA account in addition to the contributions made on their behalf by Bountiful City. HSA contribution limits for 2025 are $4,300 for single coverage and $8,550 for family coverage. These limits include contributions made by the employee and the employer.
Accidental Death and Dismemberment Insurance (AD&D) Accidental Death and Dismemberment Insurance coverage is provided by PEHP. This coverage is optional and is paid for by the employee. It is effective the first day of the month following the date of hire.
Long Term Disability (LTD) Bountiful City pays the premium for LTD coverage which offers 66.67% salary replacement after a 90 day waiting period.
Sick and Vacation Leave Employees accrue 3.70 hours of sick leave per pay period and there is no cap on accrual. Employees accrue 3.70 hours of vacation leave per pay period and may carry a maximum of 240 hours. Vacation accrual rates increase with years of service. Employees who meet certain criteria may sell back sick and vacation leave annually.
Paid Holidays Employees receive twelve paid holidays a year.
Employee Assistance Program A counseling and consultation service through Blomquist Hale is provided to help employees and eligible family members with a wide range of personal issues. This plan is paid for by Bountiful City and there is no out of pocket expense for the employee to utilize this benefit.
COLA and Merit Increases Employees may receive COLA (cost of living adjustment) and/or merit salary increases based on performance evaluations, market adjustments, and/or the availability of funds as allocated by the City Council.
Retirement – Pension Bountiful City funds a pension plan and/or 401(k) account through Utah Retirement Systems (URS) on the employee's behalf. Specific contributions vary based on hire date and the tier the employee falls under and will be discussed further at the time of hire. For more information, please visit www.urs.org . Presently, Bountiful City makes additional contributions to Tier 2 employees 401(k) accounts to equalize contribution rates with Tier 1 employees.
Retirement – Savings Plans Employees have the option to contribute to a variety of additional savings account options including 401(k), 457, and Roth IRA. Contributions can be made on a pre-tax or post-tax basis through bi-weekly payroll deductions.
