About The Position

Genesis Consulting is seeking an experienced, forward-thinking Lead Technical Writer to support modernization initiatives for a State Agency Legacy Systems. This role is responsible for leading the development of clear, comprehensive technical and functional documentation derived from current-state system assessments and future-state planning activities. The Lead Technical Writer will work closely with project managers, architects, subject matter experts, and business stakeholders to translate complex legacy system environments into structured documentation suitable for executive review and Request for Proposal (RFP) development. This position requires a deep experience documenting legacy technologies, strong analytical and synthesis skills, and the ability to produce procurement-ready deliverables that support system replacement or modernization efforts.

Requirements

  • 7+ years of experience as a Technical Writer supporting enterprise IT systems or modernization initiatives.
  • Demonstrated experience documenting legacy systems and translating complex technical information into clear, audience-appropriate documentation.
  • Working knowledge of legacy and modern technologies, including: o C++, VB6, COBOL o .NET application frameworks o Oracle relational databases
  • Experience supporting RFP development or procurement documentation in a public-sector environment.
  • Strong facilitation, interviewing, and analytical skills.
  • Exceptional written communication and attention to detail.

Responsibilities

  • Establish documentation standards, templates, and style guidelines aligned with State requirements.
  • Coordinate documentation activities across technical teams, business SMEs, and project leadership.
  • Ensure consistency, clarity, and quality across all technical and functional deliverables.
  • Lead documentation of existing legacy systems, including application architecture, data flows, integrations, interfaces, and operational processes.
  • Synthesize information gathered from interviews, workshops, and technical assessments into clear, structured documentation.
  • Develop current-state artifacts such as: o System overviews and architectural summaries o Business process and functional capability descriptions o Data and integration inventories o Technical constraints, risks, and dependencies
  • Document legacy environments utilizing technologies such as: o C++ o Visual Basic 6 (VB6) o COBOL o .NET o Oracle relational database platforms
  • Support documentation of future-state concepts, functional requirements, and technical objectives.
  • Translate modernization goals into well-defined, vendor-neutral requirements.
  • Assist in documenting non-functional requirements including security, performance, availability, scalability, and maintainability.
  • Ensure alignment between current-state findings, future-state vision, and procurement documentation.
