About The Position

Performs moderately complex managerial work administering the daily operations and activities of an agency program. Work involves establishing program goals and objectives; developing program guidelines, policies, and procedures; developing schedules, priorities, and standards for achieving program goals; coordinating and evaluating program activities; developing and evaluating budget requests; monitoring budget expenditures; and supervising the work of others. Works under general supervision with limited latitude for the use of initiative and independent judgment.

Requirements

  • Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major course work in Criminal Justice, Behavioral Science, or a related field preferred. Each year of experience as described below in excess of the required five years may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis.
  • Five years full-time, wage-earning treatment, rehabilitative programming, criminal justice, or program administration experience.
  • Five years full-time, wage-earning experience in the supervision of employees.
  • Knowledge of the principles and practices of public administration and management.
  • Knowledge of program evaluation methods.
  • Knowledge of applicable state and federal laws, rules, regulations, and statutes.
  • Skill to communicate ideas and instructions clearly and concisely.
  • Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.
  • Skill to interpret and apply rules, regulations, policies, and procedures.
  • Skill in administrative problem-solving techniques.
  • Skill to establish program goals and objectives.
  • Skill to oversee program activities.
  • Skill to prepare and maintain accurate records, files, and reports.

  • Ability to walk, stand, sit, kneel, push, stoop, reach above the shoulder, grasp, pull, bend repeatedly, climb stairs, identify colors, hear with aid, see, write, count, read, speak, analyze, alphabetize, lift and carry under 15 lbs., perceive depth, operate a motor vehicle, and operate motor equipment.
  • Conditions include working inside, working around machines with moving parts and moving objects, radiant and electrical energy, working closely with others, working alone, working protracted or irregular hours, and traveling by car, van, bus, and airplane.
  • Equipment (machines, tools, devices) used in performing only the essential functions include computer and related equipment, calculator, copier, fax machine, telephone, dolly, and automobile.

Nice To Haves

  • Criminal justice rehabilitation experience preferred.
  • Experience in working with grant-funded projects preferred.
  • Knowledge of treatment approaches and modalities and related assessment methods preferred.
  • Knowledge of the principles of addiction treatment within correctional populations and settings preferred.
  • Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred.

Responsibilities

  • Plans, implements, coordinates, monitors, and evaluates grant project activities; establishes program goals and objectives; and develops and implements program guidelines, policies, procedures, rules, and regulations.
  • Analyzes program operations and develops program policies, procedures, standards, and manuals in accordance with program objectives and goals.
  • Oversees program analyses; develops and implements effective techniques for evaluating program services and operations; and prepares and disseminates program management and productivity reports and studies.
  • Coordinates with community and professional partners to stimulate interest and secure support for the program; and consults with public and private agencies including support groups, community-based organizations, faith-based organizations, and others involved in the program.
  • Provides consultative service and technical assistance to plan and implement effective programs and services; assists staff and partners in resolving technical problems, determining trends, identifying areas in need of change, and developing plans to improve the program.
  • Supervises the work of others.
  • Performs a variety of marginal duties not listed, to be determined and assigned as needed.
