About The Position

The Cartage/Cross Dock Operations Manager leads and manages all activities and resources related to local cartage, inbound and outbound transportation, receiving, storage, and order fulfillment. They develop processes, systems, training, and metrics to maximize efficiency, ensure safety, accuracy, and effective space utilization.

Requirements

  • Knowledge and experience to ensure compliance with federal, state, and local regulations, including OSHA, DOT, TSA security, CA DMV and Hazmat.
  • Advanced use of computer systems and applications (e.g. MS Office, Warehouse Management Systems) as trained/required.
  • Able to deliver quality results consistently and on schedule. Self-motivated and follows through on initiatives.
  • Experience in delivering world class customer service skills through problem solving, rapport building, and effectively de-escalating high pressure conversations with patience and decorum.
  • Leads with humility and respects others, promotes a culture of safety, trust and teamwork. Self-regulates emotions, displaying a calm demeanor.
  • Communicates with clarity and confidence in customer, executive and team environments. Employs active listening and strong negotiation skills when necessary.

  • Bachelor's degree and 5+ years of progressive warehouse and transportation experience with roles of increasing responsibility, or equivalent industry experience

Responsibilities

  • Manages a fleet of tractors, trailers, and straight trucks, ensuring all assets are properly maintained, tracked, and compliant with DOT requirements. Oversee the full asset lifecycle—from procurement and leasing to maintenance scheduling and vehicle turnover. Coordinate with the insurance carrier to timely add or remove assets.
  • Directs preventive maintenance programs and coordinates emergency repairs to minimize vehicle downtime. Manage relationships with third-party vendors and internal shop staff.
  • Ensures all fleet operations strictly adhere to federal, state, and local regulations (US DOT, OSHA, 49CFR, Hazmat, etc.). Manages driver safety training, incident reporting, and Hours of Service (HOS) compliance.
  • Works with HR to recruit and train qualified drivers. Regularly reviews driver performance, safety metrics, and behavior analytics through Samsara to identify improvement opportunities. Provides coaching and documents corrective actions, escalating to disciplinary measures when safety policies are violated.
  • Ensures the timely and effective completion of records and reports. This includes but is not limited to; fleet list/assets, training records, company property distributed to team members, safety, and utilization reports.
  • Monitors and manages Watchpoint’s FMCSA safety record through online portal and reviews DataQs for accuracy.
  • Understands TSA regulations and operations, acts as a liaison during audits and works closely with compliance team on safety programs and procedures.
  • Oversees the dispatch function, ensuring accurate, efficient and profitable routing.
  • Oversees warehouse activity and ensures standards related to safety, inventory and order accuracy, space utilization, productivity, and timeliness are met.
  • Evaluates systems and procedures, identifying opportunities for process improvements. Supports and implements recommendations for improvement.
  • Collaborates with sales representatives to create and maintain customer billing profiles.
  • Assists in carrier negotiations.
  • Serves as a liaison, networking with other branches, outlying agents, and third-party trucking Companies.
  • Represents Watchpoint Logistics to a network of agent partners.
