Job Summary Contingency Disclaimer This position is contingent upon contract award. Battelle is seeking a Procurement Manager to support the United States Antarctic Program (USAP). This role provides management‑level leadership and oversight for both procurement and subcontracting activities supporting one of the most operationally complex science programs in the world. The position is responsible for developing and executing procurement strategies, overseeing procurement personnel and activities, and ensuring compliance with Battelle procurement policies, approved purchasing system requirements, U.S. Government regulations, and prime contract flow‑downs. The Procurement Manager supports both proposals and ongoing Antarctic operations, working closely with program leadership, capture teams, and cross‑functional partners to drive compliant, efficient, and timely procurement outcomes. The USAP operates under Presidential Memorandum 6646 and supports critical scientific research across Antarctica, including work related to climate systems, ocean ecosystems, space science, and environmental stewardship. This is a non‑deploying role that supports the program from a domestic location while working closely with geographically distributed stakeholders.

Requirements

  • Bachelor’s degree in business or a related field, or an equivalent combination of education and experience.
  • Minimum of nine (9) years of relevant procurement or subcontracting experience, including experience supporting U.S. Government contracts.
  • Minimum of one (1) year of people management experience or three (3) years of team‑lead experience.
  • Demonstrated knowledge of Federal Acquisition Regulation (FAR), Uniform Commercial Code (UCC), and applicable public contract acquisition laws.
  • Experience developing procurement strategies, overseeing compliant procurement execution, and supporting audit or purchasing system reviews.
  • Strong analytical, leadership, negotiation, communication, and organizational skills.
  • Ability to exercise independent judgment and provide sound business guidance in a fast‑paced, mission‑driven program environment with geographically distributed stakeholders.
  • Ability to obtain and maintain a Public Trust clearance via an Extended Background Investigation (EBI) adjudicated by our government customer; U.S. citizenship required.

Responsibilities

  • Procurement Strategy & Program Engagement Develop and execute procurement strategies aligned with USAP program objectives, risk posture, schedule requirements, and prime contract obligations.
  • Partner with program management, capture teams, Contracts, Finance, Legal, Compliance, and other stakeholders to ensure procurement activities support mission execution and proposal success.
  • Support proposal development efforts, including procurement strategy development, supplier engagement.
  • Establish methods to ensure procurement status, risks, and issues are effectively communicated to program and leadership stakeholders.
  • Procurement Execution & Oversight Oversee procurement and subcontracting activities for goods and services of moderate to high complexity and risk.
  • Ensure appropriate solicitation methods, contract types, and sourcing strategies are applied to meet technical, business, financial, and risk requirements.
  • Review and approve solicitations, awards, and modifications to ensure compliance with Battelle policies, FAR, agency requirements, and approved purchasing system standards.
  • Ensure price and cost analysis is performed as required and fair and reasonable determinations are properly documented.
  • Monitor procurement files to ensure audit‑ready documentation and compliance with CPSR and DCMA expectations.
  • Team Leadership & Development Lead, mentor, and develop a high‑performing team of procurement and subcontract professionals supporting USAP.
  • Set performance objectives, monitor workload distribution, and provide coaching and feedback to support professional growth and program needs.
  • Support succession planning, training, and readiness of staff to assume increased responsibility.
  • Foster a culture of accountability, collaboration, continuous improvement, and compliance within the procurement function.
  • Subject Matter Expertise & Compliance Serve as a primary point of contact for USAP procurement‑related issues and escalation of procurement risks or concerns.
  • Apply deep knowledge of procurement regulations, contract types, and purchasing system requirements to resolve complex or non‑routine issues.
  • Identify procurement and subcontract‑related risks and recommend mitigation strategies or corrective actions for management review.
  • Demonstrate awareness of and support compliance with applicable NSF personnel suitability, security, and ethics requirements relevant to the program.
  • Foster a safe and inclusive workplace by adhering to applicable codes of conduct and reporting behaviors that negatively impact safety or belonging.
  • Perform other duties as assigned.
