Job Summary Contingency Disclaimer This position is contingent upon contract award. Battelle is seeking a Subcontracts Representative to support the United States Antarctic Program (USAP). This role provides procurement and subcontracting support for services and materials in one of the most remote and operationally complex environments in the world. The position supports new business proposals and ongoing Antarctic operations while ensuring compliance with Battelle policies, U.S. Government regulations, and prime contract requirements. The USAP operates under Presidential Memorandum 6646 and supports critical scientific research across Antarctica, including work related to climate systems, ocean ecosystems, space science, and environmental stewardship. Personnel are expected to operate with professionalism, teamwork, and respect in support of a safe and inclusive Antarctic community.

Requirements

  • Bachelor’s degree in business or a related field, or an equivalent combination of education and experience.
  • Minimum of 2 years of relevant procurement or subcontracting experience.
  • Demonstrated knowledge of Federal Acquisition Regulation (FAR), Uniform Commercial Code (UCC), and applicable public contract acquisition laws.
  • Experience flowing down required FAR, DoD, and other federal agency clauses from prime contracts to subcontracts.
  • Strong analytical, communication, and organizational skills.
  • Ability to obtain and maintain a Public Trust clearance via an Extended Background Investigation (EBI) adjudicated by our government customer; U.S. citizenship required.
  • Ability to work effectively in a fast-paced, mission-driven program environment with geographically distributed stakeholders.

Responsibilities

  • Issue RFPs/RFQs and obtain proposals/quotes for standard products and services supporting USAP operations and proposals.
  • Promote competition and ensure fair and reasonable pricing from responsible suppliers.
  • Review and evaluate vendor proposals for compliance with procurement requirements, terms, and conditions.
  • Support negotiation of subcontracts of low to moderate complexity and assist in resolving issues encountered during negotiations.
  • Analyze procurement requirements, contract flow-downs, FAR and agency clauses, and Battelle policies to ensure compliance.
  • Prepare, organize, and maintain procurement documentation in an audit-ready condition.
  • Coordinate with internal stakeholders, technical teams, and external suppliers in support of Antarctic logistics and mission requirements.
  • Recommend sources of supply using market knowledge and prior procurement experience.
  • Adhere to all safety regulations and practices, contributing to a culture of safety and operational discipline.
  • Foster a safe and inclusive workplace by adhering to applicable codes of conduct and reporting behaviors that negatively impact safety or belonging.
  • Ensure subcontractors are aligned to the same safe and inclusive work practices.
  • Support Small Business subcontracting goals through the identification of potential small business subcontractors.
  • Assist with other duties as assigned; flexibility and willingness to support broader team needs is essential in a remote environment.
