About The Position

This position develops, implements and administers a comprehensive agency-wide emergency preparedness program for the agency. Serves as agency's principal authority regarding emergency preparedness and has responsibility for assuring compliance with all safety laws and for assuring a secure facility for patrons, employees and facilities. Oversees multi-million dollar security contract.

Requirements

  • Bachelor’s degree from an accredited college or university with major course work in planning, public administration, public safety, or related field.
  • Five (5) years increasingly responsible emergency management or response experience in public, private or military environment with proven ability in managing comprehensive emergency preparedness programs.
  • Pass Department of Transportation (DOT) physical (medical) examination which includes a drug screen in order to operate DART non-revenue vehicle.
  • High-level analytical skill to find solutions to complex problems.
  • Proficient using PC and software applications.
  • Valid Texas Class A, B, or C drivers license, no Driving While Intoxicated (DWI) conviction within the last (60) consecutive months, not more than one (1) DWI on driving record, and not more than three (3) convictions of moving violations within the last thirty-six (36) consecutive months on driving record in order to operate DART non-revenue vehicle.
  • Excellent written and oral communication skills to effectively communicate with others both inside and outside of DART.
  • Position is subject to 24-hour on-call status and mandatory callback during emergency situations.

Responsibilities

  • Reviews and modifies the DART Emergency Management Plan. Submits to appropriate personnel for approval.
  • Prepares reports, statistics and presentations for DART management and the Board of Directors on emergency preparedness matters.
  • Walks through agency to review and assess security vulnerabilities. Identifies vulnerable security areas. Makes recommendations to address security issues.
  • Develops and implements agency wide emergency preparedness strategies and procedures, to include coordination of Continuity of Operations Plan(s), and Crime Prevention Through Environmental Design and related.
  • Oversees security contract. Identifies and resolves related issues. Keeps track of security personnel payroll hours. Performs site visits to locations of assigned security personnel. Works with contractors in correcting billable hours for staff not at assigned locations. Makes budgetary projections based on contracted hours usage. Makes recommendations to management to correct potential deficiencies.
  • Identifies emergency response training needs, develops training curriculum, and conducts training for affected personnel.
  • Provides technical expertise to DART management and departments on emergency preparedness matters.
  • Serves as DARTs liaison with local, state and federal emergency preparedness agencies and organizations.
  • Conducts emergency preparedness drills and exercises, coordinates debriefings, evaluates results, and identifies improvement needs.
  • Activates and serves as controller of the emergency operations center.
  • Identifies threats to and vulnerabilities of the agency to assess where the agency is vulnerable and what responses are appropriate to address the threats.
  • Manages the identification and facility access system
  • Performs other related duties as assigned.
