About The Position

GCI's Mgr, Facility Operations will provide strategic leadership and oversight for Facility Operations teams, ensuring the efficient and reliable performance of all facility-related functions. Responsibilities include the management of general maintenance, power systems, HVAC, and fire protection equipment. Facilities under this role encompass a diverse portfolio, including office buildings, retail locations, warehouses, telecommunications distribution centers, central offices, microwave sites, cellular towers, switch facilities, earth station and landing station shelters. This leadership position requires the following non-delegable responsibilities: Fully own the mission, goals, operations, and results of the team and areas of responsibility. Provide strong leadership to span of control (direct and indirect reports); demonstrate effective leadership in all interactions companywide. This leadership includes generating enthusiasm and shared commitment; identifying and setting direction; teaching, growing, and empowering; owning outcomes; and leading by example.

Requirements

  • Candidates must reside within 50 miles of Anchorage, Alaska
  • A combination of relevant work experience and/or education sufficient to perform the duties of the job may substitute to meet the total years required on a year-for-year basis
  • High School diploma or equivalent.
  • Bachelor’s degree in engineering, business management, computer science, or related field.
  • Minimum of seven (7) years of relevant experience in the telecommunications industry and/or facility operations and maintenance.
  • Including a minimum of two (2) years in a supervisory or management position; may be substituted with equivalent demonstrated functional leadership experience.
  • Must possess and maintain a valid driver’s license, proof of insurance, a satisfactory driving record, and successfully complete Defensive Driving course.
  • Proficient computer skills and MS Office knowledge (e.g., Outlook, Teams, Word, Excel) to complete job duties effectively, such as using the company intranet and to accurately retrieve and input information into database or equivalent.
  • Working knowledge of electrical/electronic and communications equipment.

Responsibilities

  • Build, lead, and inspire a high-performing team, fostering a culture of accountability, excellence, and innovation.
  • Oversee the implementation of new installations, upgrades, and modifications to existing facilities, ensuring alignment with quality assurance standards and operational objectives.
  • Ensure full compliance with all applicable federal, state, local, and industry regulations, safety standards, and internal company policies.
  • Conduct regular operational reviews, audits, and process evaluations to proactively identify potential issues and drive continuous improvement.
  • Develop forecasts, projections, and recommendations for planning needs and associated costs for personnel and system equipment materials for annual capital and operating budgets.
  • Manage expenses for assigned group, ensuring financial efficiency and accountability.
  • Assist with reconciliation of budget projections and actuals.
  • Schedule and coordinate facility maintenance activities, generate maintenance reports, and manage material requisitions.
  • Oversee administrative functions related to preventive maintenance routines and trouble response, ensuring timely and effective resolution of issues.
  • Ensure compliance with all applicable safety and security regulations.
  • Ensure all facility documentation such as equipment specifications, service records, and compliance logs are consistently maintained and accessible.
  • Ensure that relevant and effective maintenance routines are developed, implemented, and regularly reviewed to support the reliability, safety, and operational readiness of all facility systems and infrastructure.
  • Oversee the negotiation, execution, and administration of service contracts related to facility operations, including but not limited to maintenance, janitorial, HVAC, fire protection, landscaping, and security services.
  • Ensure all contracts align with operational needs, budgetary constraints, and compliance requirements.
  • Monitor vendor performance, enforce service level agreements (SLAs), and coordinate with internal stakeholders to evaluate service quality and resolve issues.
  • Maintain accurate records of contract terms, renewal dates, and performance metrics to support effective vendor management and continuous improvement.
  • Support the preparation of compliance documentation for regulatory programs including the Spill Prevention, Control, and Countermeasure (SPCC) rule, the Emergency Planning and Community Right-to-Know Act (EPCRA), and Federal Communications Commission (FCC) backup power reporting requirements for Public Safety Answering Point (PSAP) and Enhanced 911 (E911) sites.
  • Collaborate with the Network Operations Center (NOC) to ensure effective monitoring, functional alarming and timely response to facility-related alarms.
  • Partner with Application Technology (AT) teams to support the development and implementation of applications that enhance facilities operations, such as maintenance tracking and asset management systems.
  • Coordinate with the Physical Security team to manage secure access to all facilities, ensuring compliance with internal policies and external regulatory standards.
  • Work closely with the Law and Corporate Advocacy Department (LCAD) to support the negotiation, execution, and administration of real estate transactions, including property acquisitions, dispositions, and lease agreements.
  • Ensure all leasing and property-related activities are aligned with corporate policies, legal requirements, and strategic business objectives.
  • Collaborate on due diligence, contract review, and compliance documentation to facilitate timely and accurate real estate decisions.
  • Coordinate with the Engineering Department to establish, implement, and maintain standardized specifications for facility-related equipment and infrastructure.
  • Ensure alignment between engineering requirements and operational efficiency for systems such as HVAC, power distribution, fire suppression, and environmental controls.
  • Participate in design reviews and project planning to ensure that facility upgrades and new installations meet technical, operational, and regulatory standards.
