About The Position

Reporting to the Information Technology Director of Program Management, the MIS Business Analyst (BA) serves as a vital link between the Clerk of the Circuit Court’s MIS team and operational departments. This position ensures technology initiatives are aligned with business needs by translating court operations requirements into actionable MIS solutions. The BA combines business acumen with technical knowledge to identify inefficiencies, recommend improvements, and support system modernization efforts. This role is also responsible for engaging with external partners and stakeholders to support collaborative technology efforts. A successful candidate will stay current on emerging technologies and play a key role in shaping long-term digital strategies to support the Clerk’s mission.

Requirements

  • High school diploma or equivalent.
  • Three (3) years of experience learning and using enterprise court case management systems, such as Enterprise Justice, eCourts, or equivalent Court systems.
  • Two (2) years of full-time experience performing administrative, operational, or analytical duties, including coordinating tasks or projects, preparing written communications, tracking work assignments, and meeting established deadlines.
  • Two (2) years of project-based experience involving the interpretation and application of state statutes and an understanding of judicial processes and court operations, including but not limited to case intake, scheduling, and docket management.
  • Two (2) years of experience using office productivity software such as Microsoft Word, Excel, and Outlook (or equivalent applications).

Nice To Haves

  • Bachelor’s degree or higher in Computer Science, Business Administration, Bachelor of Science, or a closely related field.
  • Two (2) years of experience participating in system implementation or upgrade projects, including collaboration across technical and business teams.
  • Two (2) years of experience training, supporting, or mentoring end users in the adoption of new systems or business processes.
  • Three (3) years of experience performing data analysis and reporting using tools such as SQL, Power BI, Tableau, or advanced Microsoft Excel.
  • Current employee of the Clerk of the Circuit Court of Cook County.

Responsibilities

  • Act as a liaison between MIS and Clerk’s Office operational departments to gather and clarify business requirements, ensure system alignment with court workflows, and maintain open lines of communication throughout project lifecycles.
  • Analyze complex operational and technical challenges within the Clerk’s Office and develop MIS-driven solutions that support efficiency, compliance, and service delivery across divisions.
  • Conduct assessments of existing MIS systems and court operational processes to identify inefficiencies, functionality gaps, and improvement opportunities; develop and recommend solutions based on analysis and stakeholder input.
  • Develop and maintain detailed business requirements and functional specifications for new systems, enhancements, and technology-based process improvements, ensuring traceability between requirements, system design, and implementation.
  • Collaborate closely with project managers, developers, business stakeholders, and vendors to define project scope, align deliverables with organizational goals, support implementation, and resolve issues as they arise.
  • Contribute to the planning and tracking of project tasks and timelines, helping to ensure milestones are met and dependencies are identified early in the process.
  • Conduct user acceptance testing (UAT) by developing test cases, coordinating testing sessions, gathering feedback, and ensuring solutions meet operational expectations before deployment.
  • Provide guidance and training to end-users and department stakeholders on new systems, features, and procedures; create user documentation and support materials as needed.
  • Stay current on industry trends, emerging technologies, and best practices relevant to public sector IT, court operations, and case management systems; evaluate their potential application to CCCO operations.
  • Perform cost-benefit, feasibility, and risk analyses to assist in decision-making related to new technologies, system changes, or third-party solutions.
  • Support data-driven decision-making by gathering, interpreting, and reporting data related to MIS system usage, performance, and alignment with operational goals.
  • Engage with external partners and stakeholders, including vendors, other government agencies, and judicial organizations (e.g., AOIC), to ensure system compatibility and compliance with state and regulatory reporting requirements.
  • Facilitate stakeholder discussions across departments and MIS, helping to manage competing priorities, gain consensus on solutions, and escalate unresolved issues to leadership when needed.
  • Contribute to the development and execution of long-term MIS strategies that align with court modernization goals, internal performance initiatives, and broader county-wide technology objectives.
