About The Position

The Florida Department of Health is seeking a creative, organized, and motivated individual to become an essential member of the Bureau of Performance Assessment and Improvement (BPAI). This is a highly professional position located in the Division of Public Health Statistics and Performance Management (PHSPM), BPAI. The incumbent works in a cooperative manner with the BPAI Chief, BPAI Quality Improvement Manager and Department staff as the BAPI Strategic Planning Manager. In addition to management skills, this position requires knowledge of planning, monitoring and performance evaluation and improvement tools and practices. The incumbent works across the Departments various divisions to develop, implement, monitor and advance the Department’s Agency Strategic Plan (ASP). This position requires excellent communication, computer and data analysis skills. The incumbent must be able to work independently and effectively with Department personnel, providing consultation and building State Health Office Divisions, Bureaus/Offices, and County Health Departments’ (CHDs) capacity through training, and by responding to requests for technical assistance in the core areas of planning, monitoring, evaluation and performance improvement.

Nice To Haves

  • A bachelor's degree from a college or university and three or more years of professional experience in strategic planning, management analysis, program planning, program research, or program evaluation.

Responsibilities

  • This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.
  • Leads the Agency Strategic Planning process, including reporting on the progress of the Agency Strategic Plan;
  • develops and communicates the strategic vision, scope and mission of the Strategic Planning
  • section; assures that organization-wide performance management initiatives are focused and aligned on
  • improving operational and program efficiencies and effectiveness; oversees agency strategic planning and provides
  • leadership for policy development; trains state health office and County Health Department (CHD) staff on planning
  • practices, processes and tools, including but not limited to logic model development and objective creation; and taking
  • lead in evaluating the agency strategic planning process and implementation.
  • Provides leadership and coordination for the improvement of the organization’s core public health functions and
  • evaluates the impact that systems improvements have on the public’s health; researches and develops training
  • programs that focus on enabling the workforce to achieve improvements with priority health concerns.
  • Supervises direct reports including motivating, training, providing guidance and direction; develops expectations and
  • meets with staff regularly to discuss performance, complete performance reviews and disciplinary action, if needed;
  • maintains vacation and work schedules to ensure proper coverage and approves timesheets; ensures all staff complete
  • mandatory training and are offered additional opportunities to develop professionally.
  • Serves as Division Training Coordinator; participates as a team member or team leader in the design, development and
  • testing of training covering a variety of topics; researches and designs appropriate division-wide training; coordinates
  • capacity building for all levels of management and staff with the Division of Public Health Statistics and Performance
  • Management; serves as an instructor by delivering training in various settings (in-person, virtual, etc.); coordinates
  • training activities and gathers feedback about training effectiveness; communicates feedback and implements
  • improvement to provide a more effective training experience.
  • Collaborates with Performance Improvement and Management System (PIMS) Project Lead to provide oversight and
  • consultation to the PIMS Project Analyst; participates in PIMS-specific training development; ensures established review
  • protocol of all materials and technical assistance concerning PIMS is executed; provides support to PIMS users as
  • needed.
