About The Position

This position performs advanced level work with the responsibility of managing the Property Section under the supervision and direction of the Bureau Chief of General Services, Division of Finance & Operations. This position supervises staff in the Property Section and functions relating to Property, Surplus, Mail Services, Warehouse and Distribution Center, Office Moves, and Cubicle Modifications. Responsible for ensuring items purchased by the Department of Education and Chapter 1-Mirgrant Education Program are in accordance with Chapter 273, Florida Statutes, the rules of the Auditor General, Chapter 10.300 – State – Owned Tangible Personal Property for guidance in property control, and the FLAIR (Florida Accounting Information Resources) Property System Manual.

Requirements

  • Experience working in MyFloridaMarketPlace/AOD/FLAIR
  • Ability to travel (50% of the time)
  • Must hold a valid Driver’s License
  • Microsoft Office Suites
  • Knowledge of basic management principles
  • Knowledge of double-entry general ledger accounting
  • Ability to communicate clearly and effectively both verbally and in writing
  • Ability to work independently and perform tasks and responsibilities with limited guidance and direction
  • Ability to gather, analyze and organize information into logical format reports, documents, and other written materials
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities
  • Ability to solve problems and recommend solutions and/or make decisions
  • Ability to establish and maintain positive and effective working relationships across all levels of management
  • Ability to formulate and generate reports
  • Ability to recruit, hire and directly supervise Property Staff Section

Responsibilities

  • Communicating with, motivating, training and evaluating employees, and planning and directing employees’ work.
  • Preparing expectations, completes performance appraisals, meets with staff individually to discuss expectations and/or performance issues throughout the year.
  • Developing work plans, ensuring proper office coverage and approving monthly timesheets and leave requests for all direct reports.
  • Participating in the hiring process and has the authority to make hiring recommendations as well as disciplinary recommendations.
  • Providing oversight of bureau operations, including but not limited to: building modifications and renovations, ADA compliance, mailroom operations, warehouse operations and property inventory.
  • Responsible for all functions for expenditures for improvements that are made on state owned buildings including ensuring depreciation calculations are completed.
  • Reviewing all Ariba On Demand requisitions for the Department of Education, the Division of Blind Services and Vocational Rehabilitation offices throughout the state and approves or denies the request, to ensure that all purchase requests comply with regulations and the organizations policies.
  • Working with vendors in getting quotes for different projects that take place within the Turlington Building.
  • Reviewing the monthly redistribution of costs of statewide Florida Department of Education moving charges and provides this information to the Comptroller’s Office for payment.
  • Responsible for ensuring that the FLAIR Custodian Delegate File is updated and maintained in accordance with rules and regulations of the State of Florida.
  • Ensuring that all Delegated Coordinators and Custodian Delegates are properly trained on policies and procedures.
  • Managing the completed OCO vouchers, calculates per unit costs, approved property tag assignment forms and assigns tag numbers to newly acquired property, sends tags to appropriate division, and inputs property data into the FLAIR Property Subsidiary Subsystem.
  • Overseeing research and records property acquisitions, transfers, disposals (i.e. scrap, donations, trade-ins) and records transaction 16’s appropriate.
  • Managing the property pending file and ensures that all transactions are cleared on a monthly basis.
  • Maintaining a close review of property functions, in either case accounting of custodial depending on the function and/or transaction type, the activity initiated will affect the General Ledger or property master file, or both.
  • Assisting in maintaining property records in accordance with the rules and regulations of the State of Florida and Chapter 273, Florida Statutes, the rules of the Auditor General, Chapter 10.300 – State – Owned Tangible Personal Property for guidance in property control, and the FLAIR (Florida Accounting Information Resources) Property System Manual.
