About The Position

Leidos has an opening for a Product Manager supporting Oracle Cloud Infrastructure (OCI) capabilities within the U.S. Air Force Cloud One Architecture & Common Shared Services (ACSS) program. Under Cloud One ACSS, the Leidos team delivers enterprise cloud architecture, foundational shared services, secure platform engineering, and standardized capabilities that enable mission systems across the Department of the Air Force. The OCI Product Manager will define and manage the lifecycle of enterprise OCI architecture and common shared services supporting DoD Impact Levels (IL2–IL6). This role ensures OCI environments are secure, scalable, interoperable, and compliant with DoD cloud strategy, Zero Trust architecture, and enterprise governance mandates. You will collaborate with Cloud Architects, cybersecurity engineers, DevSecOps engineers, other service providers, and Air Force stakeholders to deliver standardized OCI capabilities that accelerate mission onboarding while maintaining compliance, operational resilience, and fiscal discipline. Ideal candidates will have the ability to travel to the Tewksbury, MA area as needed. Primary Responsibilities Enterprise Product Strategy & Architecture Alignment: Support and maintain the product vision and roadmap for OCI enterprise architecture and shared services within Cloud One ACSS. Align OCI capabilities with Department of the Air Force Cloud Strategy, DoD Enterprise Cloud initiatives, and Zero Trust architecture. Enable standardized architectural patterns for multi-compartment OCI environments. Ensure interoperability and functional requirements parity across CSP products, and hybrid cloud environments. Common Shared Services Enablement Support lifecycle management of foundational OCI shared services including: Identity and Access Management (OCI IAM and federated identity). Compartment and tenancy governance models. Centralized logging and monitoring (OCI Logging, Monitoring). Encryption and key management (OCI Vault, KMS). Container platforms (Oracle Kubernetes Engine – OKE). Networking architectures (VCN, FastConnect, DRG). Ensure reusable OCI reference architectures and secure landing zone frameworks. Standardize onboarding processes and enterprise service catalogs to enable compliant mission deployments. Support automated environment provisioning aligned with Infrastructure as Code practices. Cloud Security, Governance & Compliance: Ensure OCI services comply with RMF, FedRAMP High, DoD SRG, and DISA STIG requirements. upport architecture compliance across IL2–IL6 environments. Integrate OCI-native security capabilities such as: Cloud Guard. Security Zones. Data Safe. Web Application Firewall (WAF). Partner with cybersecurity teams to support ATO attainment and continuous monitoring strategies. Support secure database architectures including Oracle Autonomous Database in regulated environments. DevSecOps & Platform Engineering Integration: Collaborate with platform engineering teams to implement Infrastructure as Code using Terraform and OCI Resource Manager. Support hardened OCI landing zones and compartment provisioning automation. Enable secure CI/CD integration leveraging existing tools and processes. Champion automation-first architecture deployment aligned with DoD Enterprise DevSecOps guidance. FinOps & Cost Governance: Develop cost governance and allocation strategies across OCI tenancies. Implement tagging and compartment-based cost management standards. Optimize enterprise spend leveraging OCI cost analysis and usage reporting tools. Balance performance, availability, and compliance with fiscal responsibility. Stakeholder Engagement & Governance: Serve as primary liaison between government leadership, architecture teams, cybersecurity stakeholders, and engineering organizations for OCI capabilities. Translate mission requirements into prioritized product backlogs and shared services. Conduct executive briefings on roadmap progress, compliance posture, risk management, and cost performance. Participate in architecture review boards and Integrated Product Teams (IPTs). Documentation & Enterprise Communication Develop and maintain: OCI reference architectures. Secure implementation guides. Standard operating procedures. Compliance support artifacts for ATO documentation. Ensure transparency across roadmap maturity, service adoption, and security posture. Align documentation with Oracle Cloud Architecture Framework and DoD Enterprise DevSecOps Reference Design.

Requirements

  • Bachelor’s degree and 8+ years of experience in cloud architecture or enterprise IT or a Master’s with 6+ years of applicable experience.
  • 3+ years of product management experience
  • Active DoD Secret clearance required; Top Secret preferred.
  • DoD 8570.01 IAT Level II certification required prior to onboarding.
  • 3+ years of hands-on OCI experience in enterprise or DoD environments.
  • Experience managing enterprise cloud platforms or shared services.
  • Strong understanding of: OCI tenancy and compartment architecture. Virtual Cloud Networks (VCN) and FastConnect. OCI IAM federation and role-based access. Oracle Kubernetes Engine (OKE). OCI Vault and encryption services.
  • Experience supporting RMF and IL4/IL5 ATO processes.
  • Experience working within Agile and DevSecOps environments.
  • Strong written and executive-level communication skills.
  • Oracle Cloud Infrastructure Architect Associate or Professional.
  • Oracle Cloud Infrastructure Security Professional.
  • Certified Scrum Product Owner (CSPO) or equivalent.
  • SAFe Product Owner/Product Manager (POPM) or Agile certification.
