About The Position

Are you a payroll professional who prides yourself on precision and compliance? Multnomah County is looking for a Payroll Specialist (Finance Specialist 2) to manage the high-stakes, centralized disbursement of manual checks and the administration of complex legal deductions. In this role, you aren't just processing numbers—you are ensuring that employees are paid accurately and timely during critical moments, such as retirements or underpayment corrections. You will serve as the countywide lead for manual check production and the primary administrator for court-ordered deductions across all County departments. This is a Limited Duration Assignment that is expected to last a year or more ; although Limited Duration Assignments may end at any time. Limited Duration Assignments can be no longer than two years in duration.

Requirements

  • Bachelor's degree; e xperience may substitute for a degree
  • One (1) to four (4) years of progressively responsible experience
  • Ability to pass records/background check

Nice To Haves

  • Full cycle payroll experience in a public sector, union environment
  • Full cycle payroll experience in a complex Enterprise Resource Planning (ERP) Software environment (Workday)
  • Professional certifications in payroll, accounting, finance or directly related field preferred, but not required

Responsibilities

  • Countywide Manual Disbursements : Produce all manual checks for Multnomah County, including final pay, retirement checks, worker’s compensation supplements, and corrections.
  • Countywide Semi-Monthly Processing Payroll : During the payroll edit process, review errors, audit wage type statements, compare differences, audit time entries across all departments to ensure strict adherence to various labor contracts and guidelines.
  • Support Countywide Payroll Functions : Process payroll adjustments, settlement payments, bonus payments, special holiday requests, benefit premium reimbursements and short term disability refunds, charitable giving deductions
  • Countywide Status Changes : Run reports, audit, contact departments and provide guidance to customers
  • Legal & Court Orders : Set up and manage child support orders and bankruptcies in accordance with State and local laws. This includes monitoring deduction changes, order dismissals, and managing third-party payments to states and individuals.
  • Labor Union Administration : Process and monitor union dues and fair share deductions for thirteen (13) distinct labor contracts, including setting up dues amounts and managing third-party disbursements.
