The position supports planning and engineering projects through research, studies, modeling, spatial analysis, and documentation, and coordinates with multi-discipline team members from concept development through project completion. Work emphasizes analytical, design, and technical aspects of projects, including GIS, data processing, automation, and statistical methods, and may include limited task assignee responsibilities and contributions to business development. The role may also assist in directing small-scale planning projects and portions of larger interdisciplinary efforts.

Requirements

  • Bachelor’s Degree in Urban Planning, Geography, Engineering, or related field and 4 years related professional experience, or Master's Degree in Urban Planning, Geography, Engineering, or related field and 3 years of relevant experience
  • Proficient in planning-specific software, GIS tools, and analytical platforms and supports Planners I and II as they improve their technical proficiency.
  • Analyzes complex spatial and non-spatial datasets to develop findings and recommendations that help move projects forward and provides guidance to less experienced staff on appropriate data sources.
  • Uses sound judgment to identify research tools, data science techniques, and geospatial methods needed to conduct technical analysis and assess findings, with some oversight from more experienced staff.
  • Drafts clear and well-supported technical reports, including materials compiled from others, and produces maps, charts, and visualizations to substantiate project findings.
  • Contributes to presentations and may present analytical results to the team.
  • Assists in preparing materials for client meetings by creating agendas, organizing analytical exhibits, and assembling presentation content and attends client meetings and records meeting notes.

Nice To Haves

  • Master's degree in Urban Planning, Data Science, GIS, or a related field.
  • Professional Engineer (PE), Engineer in Training (EIT), American Institute of Certified Planner (AICP), Professional Transportation Planner (PTP)
  • Experience with GIS software including ArcGIS Pro, ArcGIS Online, or ArcGIS Enterprise and experience developing maps, dashboards, or spatial analysis tools.
  • Experience with Python, SQL, R, or similar languages for data processing, automation, or analysis.
  • Experience with data visualization tools such as Power BI, Tableau, or similar platforms.

Responsibilities

  • Research data sources, gathers data, and conducts analysis of data for use in projects.
  • Identifies planning and analysis strategies using tools such as GIS, traffic, or safety software to manipulate data, assess scenarios, and perform project analysis.
  • Investigates, evaluates, and provides recommendations on planning processes and technical solutions that best meet the project needs.
  • Leads aspects of internal and external coordination with project team members, including other discipline areas involved with the project.
  • Participates in client meetings and interactions.
  • Leads preparation of maps, exhibits, and presentation materials for projects.
  • Conducts or directs research on issues, policies, and concepts pertaining to planning, and formulates recommendations.
  • Participates in the development of conceptual planning alternatives for urban and transportation planning projects
  • Writes major sections of and leads production of plans, studies, reports, and environmental documents for transportation and infrastructure projects.
  • Participates in public process and stakeholder facilitation.
  • Performs other duties as assigned.
