About The Position

Due to being an in-plant position, the below referenced job duties have been provided by the client: The contract I&E Planner will be responsible for developing detailed job plans, coordinating work scope definition, supporting material and resource readiness, and ensuring alignment with safety, quality, and execution standards specific to I&E work. The contract I&E Planner will report directly to the Turnaround Department to maintain schedule alignment and turnaround execution focus. However, this role will work in close collaboration with the Maintenance Department and I&E Reliability Engineers to ensure technical accuracy, consistency with site standards, and integration with existing maintenance strategies and asset integrity requirements. The contractor will be expected to: • Reduce planning bottlenecks and scope development risk • Improve work package quality and readiness • Minimize execution delays and emergent scope during the turnaround • Support safe, compliant, and efficient execution of critical I&E activities • Allow internal maintenance resources to remain focused on sustaining plant reliability and operational support Duties: The Instrumentation & Electrical (I/E) Planner is responsible for ensuring all I/E planning requirements are integrated into the turnaround plan, to coordinate with other turnaround team members to accommodate their needs when I/E equipment interface is required, be the communications focal point between the turnaround team and I/E section, and to direct I/E related work during the turnaround period. Summary of Description: Perform tasks related to the development and tracking of schedules.

Requirements

  • Minimum 3 year’s experience in I/E TA Planning & Field Coordinating or Supervision
  • Minimum 2 years’ experience with associate degree or 5 years Journeyman level craft experience
  • Ability to react to rapidly changing priorities.
  • Teamwork skills.
  • Strong written and oral communications.
  • Strong technical competence in field of expertise.
  • Knowledge of the Extra work process.
  • High School Diploma or Equivalent (GED), with additional specialized training or college course work and at least six (6) years of experience, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
  • Advanced MS Excel training and knowledge.
  • Extensive knowledge with scheduling software (Primavera, MS Project, etc.).
  • Extensive knowledge of field construction and plant maintenance activities,
  • Understanding of schedule controls methodology.
  • Extensive knowledge of resource monitoring techniques such as CPM networks, plus understanding of construction technology, process systems and structures.
  • Able to develop schedule from documentation.
  • Strong written, verbal and listening communication skills.
  • Problem recognition and problem resolution skills.
  • Ability to climb stairs, ladders, and scaffolding.
  • Ability to walk on even and uneven surfaces.
  • Ability to wear PPE including fire retardant clothing, hard hat, safety glasses, steel-toed shoes, respirator.
  • Ability to enter confined spaces.
  • Ability to walk up to one mile on industrial plant and construction sites outdoors at any time of the year.
  • Ability to work in protective clothing which may elevate body temperatures by several degrees Fahrenheit for periods of up to 15 minutes without a break.
  • Ability to use multi-level stair towers and rung ladders unassisted.
  • Ability to hear safety alarms and signals while wearing hearing protection.
  • Ability to sit at desk and operate computer for extended periods of time.
  • Ability to stand, use hands and fingers, grip, handle or feel; reach with hands and arms, climb or balance, stoop, kneel, crouch or crawl and talk and hear.
  • Ability to see with visual acuity and distinguish between colors.
  • Ability to operate a motor vehicle and have a valid driver’s license.
  • Ability to lift and carry 15 lbs. on a regular basis is required and at times lifting up to 25 lbs. may be required.

Responsibilities

  • Participate in TA Meetings.
  • Provide I/E scope items and ensure compliance with TA scope criteria. This includes PVM’s, Alarms and Shutdowns testing, regulatory inspections, repair items, etc.
  • Provide I/E Preventive Maintenance scope required during the turnaround window – Substation PM, transformer PM, Motor testing, Critical Control valve PM, etc.
  • Plan and estimate total man-hours and prepare budget estimates for each job.
  • Prepare I/E work packages. This should include, job steps, bill of materials, drawings, pictures, MOC documentation, testing protocols, pre-turnaround activities, execution strategy, applicable procedures, QC requirements, sign offs, etc.
  • Ensure that all scope items requiring MOC are properly identified.
  • Compliance with I/E Standards, procedures, and policies.
  • Ensure all materials required for the job are ordered.
  • Review of contractor strategy with I/E Dept. & TA Team.
  • Assist with planning efforts for other jobs requiring I/E support – Provide man-hours and planning steps.
  • Review proposed scope of work with I/E Reliability and submit prior to Scope Freeze date.
  • Determine and document electrical temporary power requirements.
  • Review TA Schedule, logic, and sequence all the work.
  • Assure work is completed per schedule. Keep TA Manager and Lead Planner informed of execution issues that could potentially impact the schedule.
  • Monitor contractor’s performance (Safety, manpower, productivity, craftsmen skill level and compliance with LACC’s procedures).
  • Review daily headcount during execution and review staffing and de-staffing plan during execution.
  • Review “3 shift” look-ahead schedule and coordinate execution.
  • Act as a focal point for planning I/E work.
  • Manage extra work requests related to I/E.
  • Ensure efficient utilization of I/E rental equipment.
  • Monitor execution of TA and Capital I/E work.
  • Participate in Lessons Learned.
  • Coordinate technical support from I/E specialists (vendors), when required.
  • Perform final review of TA schedule and approve. Ensure all the I/E scope has been included and sequenced properly.
  • Review technical specifications with Engineering department to purchase new equipment or equipment parts. Follow up with procurement on proper delivery to meet turnaround milestones.
  • Support planning and execution of capital projects.
  • Support for outside electrical and instrument equipment shops.
  • Participate in critical path schedule review meetings, when needed.
  • Gather and input data into scheduling software programs.
  • Maintain schedule and update, as needed.
  • Gather and analyze information to prepare reports.
  • Evaluate critical path, manpower, resources, and equipment.
  • Report to a Manager.
  • Perform other job-related duties as assigned.
