Terms of Employment: 12-MONTH Exemption Status: EXEMPT SALARY SCALE UB Grade 20-21 https://www.ccboe.com/careers/salary-scales EDUCATION AND WORK EXPERIENCE Bachelor’s degree in construction or related field and a minimum of 3 years’ experience in the construction industry; Or equivalent training and 8 years’ relevant experience in construction and trades in lieu of a bachelor’s degree. Prior experience in supervisory or leadership capacity managing design/construction programs from concept development through construction project completion. Experience in contracts, operations, and budgetary tracking preferred QUALIFICATIONS Demonstrated knowledge of the theories and practices of design, construction management, and engineering, specifically in civil engineering, structural, mechanical, and electrical systems normally found in commercial and institutional construction Demonstrated knowledge of construction best practices, including design, scheduling, fiscal, and technical administration of major construction projects. Demonstrated knowledge of the State of Maryland Interagency Committee for Public School Construction procedures preferred. Prior experience in preparing project scope, project budgets, and setting goals Demonstrated ability to review plans and specifications for adherence to educational specifications, CCPS standards, and general completeness (detail, function, constructability). Ability to develop and enforce contractual specifications, ability to develop and enforce timelines for completion of school buildings. Possession of or ability to obtain a valid Maryland driver’s license. Demonstrated ability to work professionally and discreetly with confidential information. Excellent analytical, problem-solving, and troubleshooting abilities. Self-motivated with the ability to work both independently and in a team environment. Excellent customer service, communication (both oral and written), and cross-group collaboration skills required. ESSENTIAL JOB FUNCTIONS Coordinate project design and planning consultants with CCPS staff Assist in the development of the Capital Improvements Program Quality assurance (reports, plan reviews, CCPS departments coordination) Present reports defining project progress, problems, and solutions. Implement and manage project changes and interventions to achieve project objectives/goals Work with the project design professionals to help resolve outstanding design and engineering issues Participate in the permit acquisition process to ensure timely issuance Follow up and review with consultants the required submittals and shop drawings for construction projects Ensure that all assigned projects are delivered on-time, within scope, and within budget Assist in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility Successfully manage the relationship with the consultant(s), schools, maintenance department and other CCPS departments Prepare reports on Green Building attributes and to assist in developing curriculum for school applications Provide documentation for LEED Credits (on USGBC and similar rating systems) Reviews contractor’s workmanship and adherence to the plans and specifications Reviews contractor payment requisitions and negotiates and approves contractor’s change orders (Must be accountable for project schedule and budget) Prepares the contractor’s punch list on projects and ensures contractor completion Create, update, and maintain documents required for assigned projects. ENVIRONMENTAL FACTORS & PHYSICAL REQUIREMENTS Must have physical ability to enter construction sites of all types and maneuver around all areas to view and monitor work activities. Typical construction sites include, but are not limited to, site excavation, utility construction/repair, building construction (all phases of work); roof access, interstitial spaces, mechanical tunnels, basement areas, marine sites and woodland sites, sanitary disposal systems, and any other site(s) related to the maintenance, repair, and renovation of CCPS facilities. The environmental factors and/or physical requirements of this position include the following: While performing the duties of this job, the employee is required to have ordinary ambulatory skills sufficient to visit other locations; and the ability to stand, walk, stoop, kneel, crouch, and manipulate (lift, carry, move) light to medium weights of 10-50 pounds. Requires good hand-eye coordination, arm, hand, and finger dexterity, including the ability to grasp, and visual acuity to use a keyboard. The employee frequently is required to sit, reach with hands and arms, talk, and hear.
