This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as a result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non-merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position. Requirements
- Graduate of a college or university with a bachelor's degree.
- Three years of professional experience in public or business administration, political science, statistics, policy analysis, economics, or a related field.
- Professional experience in public or business administration, political science, statistics, policy analysis, economics, or a related field will substitute for the required education on a year-for-year basis.

Responsibilities
- Provides expert technical assistance by phone, email, or in person regarding the complex WIC Management Information System (MIS) and Electronic Benefits Transfer (EBT) Systems.
- Responds to complex inquiries from WIC participants, state staff, and others to provide expert technical assistance in interpreting policy and procedures.
- Analyzes, reviews and maintains statewide data reports and systems to evaluate and ensure compliance with federal and state laws, regulations and policies.
- Compiles federal and state reports for the WIC Program.
- Develops and implements operational policies and procedures to effectively issue food benefits to WIC participants.
- Performs research and analysis on the impact of federal and state laws and regulations on WIC MIS and EBT systems.
- Writes and recommends the program's operational procedure manual.
- Writes instructional material for the implementation or revision of specific policies and procedures for state staff and local health department users.
- Assist in training local health department users, retailers, and state staff on the MIS and EBT systems as new processes are implemented and developed.
- Serves as liaison with management to facilitate the administration of program policies and procedures.
- Updates and maintains email distribution lists for MIS and EBT systems for training and system updates.
