About The Position

The Process Improvement Manager</b> will support the Texas Department of Public Safety (TXDPS) in evaluating and enhancing business processes as part of ongoing operational excellence and digital transformation initiatives. This role focuses on conducting end -to -end process reviews, identifying inefficiencies, and designing optimized workflows to improve functionality, throughput, and user satisfaction. The position requires translating improved processes into functional and non -functional requirements for modular or low -code technology solutions. The manager will collaborate with stakeholders, IT, and operations teams to align process improvements with system capabilities and organizational goals. Deliverables include process documentation, gap analysis, KPI frameworks, and executive -level recommendations.

Requirements

  • Six Sigma Black Belt certification.
  • 8 years of experience in process engineering, operations optimization, or business process improvement.
  • 5 years of experience evaluating current state processes and optimizing workflows.
  • 1 year of experience specifying software system requirements to design improved solutions.
  • Proven track record of leading process transformation initiatives in large organizations.
  • Proficiency in process modeling tools (e.g., Visio).
  • Strong facilitation, communication, and stakeholder management skills.
  • Experience with operational metrics, workflow optimization, and cross -functional team collaboration.

Nice To Haves

  • Experience working in regulated or government environments.
  • Familiarity with process automation or low -code tools.
  • Lean certification.

Responsibilities

  • Conduct end -to -end evaluations of selected business processes across departments and functional areas.
  • Engage stakeholders to identify process pain points, bottlenecks, and improvement opportunities.
  • Document “As -Is” workflows and analyze them using Lean and Six Sigma methodologies.
  • Design optimized “To -Be” workflows and develop transition plans.
  • Translate optimized processes into functional and non -functional specifications for modular or low -code technology solutions.
  • Collaborate with product, IT, and operations teams to align process requirements with system design and architecture.
  • Develop data -driven recommendations to improve efficiency, reduce waste, and enhance operational functionality.
  • Establish performance metrics and KPI frameworks to measure improvements and return on investment.
  • Facilitate process mapping workshops, working sessions, and training as needed.
  • Support the creation of implementation roadmaps and change management strategies.
  • Deliver stakeholder engagement plan and initial findings report within 30 days.
  • Provide “As -Is” and “To -Be” process documentation (Visio format) within 45 days.
  • Submit gap analysis and root cause analysis reports (e.g., Fishbone, Pareto) within 45 days.
  • Deliver functional and non -functional specifications aligned to optimized processes within 60 days.
  • Provide functional improvement plan with prioritized initiatives within 75 days.
  • Develop KPI dashboard framework within 80 days.
  • Present executive summary and final recommendations within 90 days.
