About The Position

WSP is currently initiating a search for a Procurement and Contracts Manager to join our office in Reno, NV. The candidate will report to Director, Supply Chain Management and will be responsible for supervising the overall procurement functions (Purchasing, Contracting, Expediting, SQS) on major projects including organization, reporting, and performance as it relates to successful completion of projects by WSP. Be involved in projects with our Earth & Environment Team and be a part of a growing organization that meets our client’s objectives and solves their challenges.

Requirements

  • Bachelors degree in Engineering, Science, Environmental, Business, or a related discipline.
  • 15 or more years of supply chain relevant experience
  • Several years of supervisory experience
  • Trains staff by providing guidance on work methods and procedures.
  • Takes initiative in the resolution of complex problems.
  • Proficiency with Oracle based SCM systems.
  • Strong relationship management, problem solving, analytical and negotiation skills.
  • Able to communicate, understand, express and apply technical, business or administrative concepts.
  • Superior organizational and time-management skills; ability to meet deadlines.
  • Decision and problem-solving ability.
  • Proven ability to multi-task and efficiently respond to changing priorities.

Responsibilities

  • Clear understanding of procurement and contracting procedures/workflows and how they relate to Client-specific and/or project requirements both pre-award and post-award.
  • Project bidders list development.
  • Bid package preparation.
  • Issue Request for Proposal (RFP) and Request for Quotation (RFQ)
  • Bid opening and evaluation.
  • Negotiation and clarifications
  • Formation and issuing of PO’s and Contracts
  • Collaborates with client for clearly defining scope, KPIs, budgets, workflows and procedures on project(s).
  • Work closely with Project Managers and Responsible Engineers
  • Work with reporting manager to manage and coordinate the projects purchasing needs.
  • Work directly with expeditors, SQS Coordinator and Logistics Coordinator, as needed. Communicate delays and schedule conflicts with Project Team.
  • Collaborate with relevant ‘key working relationships, such as Client procurement representatives and vendors, to ensure all procurement activities regarding PO’s have been addressed and covered off.
  • Proactively manage PO change management process
  • Closeout PO’s once all contractual and procedural requirements have been met.
  • Manage deadlines and ensure appropriate communication is provided (to relevant parties) when schedule conflicts arise.
  • Expected to work with all levels of the organization in a cohesive manner.
  • Typically responsible for large, complex packages, fabricated equipment, modules, site contracts and services.
  • Plans, organizes, coordinates and directs the work of procurement staff on a large project
  • Works collaboratively with all stakeholders on the project
  • Prepares labor estimates for various projects and participates in the management of those estimates.
  • Involved in the preparation of Procurement Procedures and Desk Instructions as appropriate and required.
  • Ensures departmental and corporate policies, procedures and instructions are adhered.
  • Liaises with other functions to ensure coherent pursuit of procurement and project objectives.
  • Interfaces with project and supplier personnel to assist in the resolution of commercial issues.
  • Evaluates supplier performance as related to cost, timeliness, deliveries and product quality.
  • Providing leadership in the selection, appraisal, and training of procurement staff.
  • Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures.
  • Perform additional responsibilities as required by business needs.
