About The Position

The Program Business Manager (PBM) works closely with the Project Engineer, Shop Leads, Customers, and Scaled Management to assure cost and schedule performance is being properly tracked and met. PBM’s establish, maintain and report on the project budget, schedule, and performance, with a strong emphasis on developing and maintaining detailed schedules using MS Project. This position reports to the Manager, of Program Business Management. Founded by legendary aircraft designer Burt Rutan, Scaled Composites is a 41-year-old aerospace company continually working to push boundaries, prove out ideas, and influence the future. We are a rapid prototyping and manufacturing facility, designing, building, and testing proof-of-concept and prototype vehicles. We have flown an average of one new aircraft type per year over our 41-year history such as Proteus, GlobalFlyer, SpaceShipOne, Model 401, and Stratolaunch.

Requirements

  • Bachelor’s degree from an accredited university and 6 years relevant experience or Master’s Degree and 4 years relevant experience 
  • Proven experience in MS Project scheduling, including creating, updating, and analyzing complex project schedules. 
  • Experience working in a SAP environment 
  • Ability to see the whole picture and understand what it will take to complete a project within cost and schedule
  • Exceptional organizational skills 
  • Ability to develop and analyze data, and present findings to customers and management
  • Strong analytical problem solving skills and ability to implement sound critical thinking skills
  • Proficiency with Microsoft Office; Excel, Word, Outlook, PowerPoint, and Project
  • Ability to implement budgeting concepts
  • Experience with earned value reporting
  • Ability to obtain and maintain a DoD Secret Clearance

Nice To Haves

  • Advanced MS Project skills, including resource leveling, critical path analysis, and schedule risk management. 
  • Familiarity with Integrated Master Schedule (IMS) development and maintenance. 
  • Knowledge of scheduling best practices in aerospace or defense programs.

Responsibilities

  • Work closely with Contracts department, during contract award, to fully understand the contracted scope of work to be performed.
  • Develop an earned value reporting process in order to meet program requirements
  • Develop and maintain production schedules for complex aerospace systems
  • Ensure alignment between manufacturing capacity and program timelines 
  • Support proposals and bids by providing accurate cost estimates 
  • Track actual costs vs. planned costs and identify variances
  • Forecast labor, material, and equipment needs based on program requirements
  • Develop strategies to mitigate bottlenecks and ensure on-time delivery
  • Collaborate with the Project Engineer and shop lead to generate and maintain a schedule, with clearly defined milestones; adjust the budget and schedule to reflect any contractual changes
  • Support the Project Engineer in monitoring and negotiating the engineering and shop staffing with regard to the right skills and number of people assigned to the project
  • Provide the Project Engineer and Management with a health visibility report at established intervals as required or requested
  • Verify (check and balance system) that the technical requirements of the contract are being fulfilled, and if not discuss with the Project Engineer and Management as required
  • Advise and assist the Program Business Analysts as needed
  • Manage resources for the implementation of project-related activities
  • Excellent planning skills to include the ability to anticipate and prepare for challenges and obstacles
  • Improvise and re-baseline as needed
  • Track all expenditures, materials, subcontracts, etc., as requested by Management or required by the contract
