About The Position

The Program Manager - Clinical Cost & Utilization is responsible for ensuring transparent, consistent, and ongoing progress across the clinical cost and utilization program and its related initiatives. This role provides leadership in complex program management, supports accountable leaders in developing cost and utilization initiatives, drives continuous process improvement, and oversees both direct and indirect implementation efforts. We are looking for candidates that can work their core hours around 9am-3pm (PST) Estimated Hiring Range: $100,350.00 - $122,650.00 Bonus Target: Bonus - SIP Target, 5% Annual Current CareOregon Employees: Please use the internal Workday site to submit an application for this job.

Requirements

  • Minimum 5 years’ experience working in health care management, population health, cost and utilization, healthcare value, or similar fields, including at least 2 years in project or program management
  • Experience managing complex programs or project portfolios
  • Knowledge of project and/or program management skills, including the ability to effectively review and organize systems and workflows
  • Knowledge of principles, methods, and techniques of project and program management
  • Detailed knowledge of healthcare finance and healthcare delivery systems
  • Strong ability in oral and written communication and presentation skills including ability to articulate concepts to staff, partners, and stakeholders
  • Strong ability to organize, prioritize, and manage multiple projects, including bringing projects successfully to completion
  • Strong ability to leverage knowledge of healthcare finance and healthcare delivery to evaluate appropriateness of cost savings targets and support development of monitoring systems to assess achievement of cost savings targets
  • Strong ability to learn, focus, understand, and evaluate information and determine appropriate actions
  • Ability to leverage data to create basic financial models and scenario analyses
  • Ability to support and guide design of cost and utilization opportunity analysis
  • Ability to provide facilitation for groups of people and for the implementation of projects
  • Ability to motivate and guide partners toward goal attainment
  • Ability to support and comply with organizational policies, procedures and guidelines

Responsibilities

  • Manage the clinical cost & utilization program’s operations
  • Create and maintain policies and procedures for program operations
  • Train staff and leadership on key processes and procedures
  • Track, summarize, and communicate key information on the program’s health and needs through the development and maintenance of tracking tools and multiple reports to stakeholder audiences
  • Manage the execution of program initiatives through careful oversight of individual initiatives’ progress and compliance with program best practices and standards
  • Support initiative owners who need assistance in meeting key milestone dates and meeting program standards
  • Support the development and execution of new initiatives in the clinical cost & utilization program
  • Provide direct support for initiative owners as they describe and quantify cost & utilization concerns, potential solutions, and those solutions’ opportunity for potential impact
  • Provide direct project management support to scope, plan, and implement initiatives where needed
  • Collaborate and directly support feasibility and financial scoping of potential initiatives to ensure accurate forecasting of risks, resource needs, delivery costs, and potential net benefit
  • Collaborate with data and financial stakeholders to ensure accurate monitoring systems effectively report initiatives’ impact to each line of business and to the organization overall
  • Collaborate with organizational experts and stakeholders across the organization
  • Develop strong communication and process pathways with analytics, quality, finance, and project management departments to ensure program initiatives receive needed support in a timely and comprehensive manner
  • Develop strong communication and collaborative processes with line of business, benefit, and other stakeholders to ensure proactive information flows and aligned decision making
  • Perform work in alignment with the organization’s mission, vision and values.
