The Intelligence Sector at Leidos currently has an opening for a Program Manager - Enterprise Support Services to work in our Linthicum, MD location. This is an exciting opportunity to apply your leadership expertise in support of a U.S. Government partner responsible for security operations, workforce management, and legal advisory support functions. In this mission, we provide comprehensive operational, administrative, analytical, compliance, and program management services that enable secure facilities, effective personnel management, and legally defensible operations. You will oversee multidisciplinary teams supporting personnel security processing, physical security, training and development, manpower planning, legal systems management, digital evidence handling, and customer engagement initiatives. This role offers the opportunity to drive operational excellence, ensure regulatory compliance, and strengthen enterprise governance in a high-security federal environment. Security Clearance: U.S. Citizenship with an Active or Current DoD TS/SCI required. We are not able to sponsor the clearance requirement.

Requirements

  • Bachelor’s degree and 10 or more years of experience managing complex federal programs of similar size and scope. Additional years of experience may be considered in lieu of degree.
  • 5+ years overseeing diverse technical and administrative labor categories
  • 5+ years performing financial and performance monitoring of contracts
  • Experience supporting security, workforce management, or legal support programs
  • Strong leadership, organizational, and communication skills
  • Experience operating within high-security government environments
  • Project Management Professional (PMP) certification
  • Must possess an active DoD-approved baseline cybersecurity certification in accordance with DoD 8570.01-M / DoDD 8140.01 prior to start date.
  • U.S. Citizenship with an Active or Current DoD TS/SCI required.

Nice To Haves

  • Master’s degree in Business Administration, Public Administration, Criminal Justice, Cybersecurity, or related field
  • Experience supporting federal physical security or personnel security programs
  • Familiarity with federal training compliance systems and workforce tracking tools
  • Experience overseeing digital evidence management or legal advisory support systems
  • Experience ensuring compliance with federal privacy and security regulations
  • Certifications such as CISSP, CISM, SHRM-CP, or ITIL (as applicable to mission support area)
  • MS Project

Responsibilities

  • The Program Manager provides comprehensive leadership, oversight, and accountability for contractor personnel supporting security, workforce management, and legal operations functions for a U.S. Government partner.
  • This includes managing operational activities across physical security, personnel security processing, training programs, manpower planning, legal information systems, digital evidence support, and compliance monitoring.
  • Responsibilities include managing complex program initiatives from initiation through sustainment, developing and maintaining Program Management Plans (PMP), Risk Management Plans (RMP), and performance tracking metrics.
  • The PM ensures compliance with federal security regulations, workforce policies, and legal standards while proactively identifying emerging risks and operational challenges.
  • This role establishes governance processes to monitor cost, schedule, and performance while maintaining high levels of operational readiness.
  • The Program Manager engages senior stakeholders, prepares executive briefings, facilitates oversight meetings, and ensures that corrective actions are implemented when necessary.
  • The individual also oversees workforce certification tracking, transition planning, and coordination between security, HR, and legal support functions to ensure seamless mission execution.
