About The Position

This position is Exempt Policymaking and is EXEMPT from certain provisions of the State Human Resources Act (GS 126). This position serves at the pleasure of agency leadership. This position develops policies, plans, and procedures that reduce the impacts of future disasters and increasingly severe weather, with a strong emphasis on serving and empowering local governments through technical assistance, supporting community level decision making, and ensuring that state resources are used efficiently and effectively to protect people, infrastructure and natural resources. The Resilience Manager works directly with the Assistant Secretary for Resilience to strengthen North Carolina’s ability to prepare for and respond to future disasters and more severe weather. This position oversees the staff in the State Resilience Office (SRO). The manager provides steady, strategic leadership focused on practical, results driven resilience work that supports communities across North Carolina.

Requirements

  • Bachelor’s degree from an appropriately accredited institution and three (3) years of program experience related to the area of assignment, including one year of supervisory program experience; or an equivalent combination of training and experience.

Responsibilities

  • Leads the development of statewide resilience strategies that strengthen local government capacity and guide long term planning across North Carolina.
  • Coordinates and promotes interagency resilience work, including staffing the Interagency Resilience Team.
  • Facilitates communication among state agencies, local officials, and other partners to advance resilience projects and ensure consistent direction across programs.
  • Post-disaster, coordinates with partners to ensure that recovery projects strengthen long term resilience at the local level.
  • Supports the Assistant Secretary for Resilience in meetings, events, and other activities.
  • Leads the State Resilience Office’s technical assistance efforts, providing direct support to local governments and state agencies seeking guidance on data-driven resilience planning, project development, and implementation.
  • Supervises SRO staff and identifies additional funding or support to support state resilience activities.
