About The Position

The Program Manager is responsible for the comprehensive management and oversight of assigned residential treatment programs. This role ensures the delivery of high-quality clinical and medical services in alignment with organizational goals and regulatory standards. The Residential Program Manager leads a team of dedicated staff, providing supervision, training, and evaluation to maintain the highest standards of resident care. Key responsibilities include monitoring program effectiveness, managing financial operations, ensuring compliance with licensing requirements, and fostering a safe, therapeutic environment. This position requires strong leadership skills, the ability to manage crisis situations, and a commitment to continuous improvement in service delivery. The Residential Program Manager also serves as a liaison with community partners, stakeholders, and referral sources, ensuring smooth operations and positive outcomes for residents.

Requirements

  • Bachelor’s degree in a behavioral science field from an accredited college or university or three years of full-time professional experience providing direct service to individuals in a social service setting.
  • Demonstrate the competencies to become credentialed as a Qualified Mental Health Associate (QMHA), as outlined in the Oregon Administrative Rulings (OARs). Certification must be kept current and in compliance with OARs through MHACBO.
  • Five years of clinical experience providing outpatient or inpatient services in a mental health or social service setting is required.
  • Proficient verbal and written communication skills.
  • Basic knowledge of Trauma Informed Care (TIC), Motivational Interviewing, and Evidence-Based Practices.
  • Basic understanding of recovery models, illness management, and strength-based philosophies.
  • Knowledge of Microsoft Office Suite (e.g., Word & Excel).
  • CPR Certification (training provided post-hire).
  • Possess a valid driver’s license, minimum of one year driving history, ability to pass Driver Motor Vehicle (DMV) check and complete the Cascadia online Defensive Driving course (some programs).

  • Two years of supervisory experience is preferred.

Responsibilities

  • Manage and oversee daily operations of assigned residential treatment program(s), ensuring the delivery of high-quality clinical and medical services in alignment with organizational goals and standards.
  • Monitor program effectiveness by evaluating and implementing changes that enhance service delivery, efficiency, and cost-effectiveness, while maintaining compliance with relevant regulations and internal policies.
  • Problem solve issues with clients through motivational interviewing, calming and de-escalation strategies in order support client service satisfaction
  • Medication administration where coverage is needed, using a Medication Administration Record (MAR)
  • Manage and ensure staffing ratios are met: communicate with Per-diem staff, regular staff and staffing agencies to maintain staffing ratio in order to support clients and to adhere to state guidelines for the licensed program.
  • Oversee cleanliness and maintenance of the facilities, the grounds as well as vehicle repairs to health and safety guidelines. This may include light housekeeping and communicating to staff on required cleaning duties and the reporting of maintenance needs and repairs to operations
  • Respond to client incident reports to maintain adherence to the OARs and ensure client safety. Will submit written responses of action plans to address incidences that occur.
  • Keep up-to-date client assessments. This may include writing resident assessments, resident service plans and behavioral support plans.
  • Provide staff oversight and monitor staff development: provide supervision and support, encourage professional growth and development, and ensure that regulation policies and procedures are complied with, as instructed and that trainings are up-to-date. Will collaborate with QM on policies and procedures.
  • Respond to emergencies and crisis situations as need. This includes being available by phone when not working on site and being available to respond in person, on site at various locations when it is necessary and coordinating with the treatment team to develop interventions.
  • Oversee financials/program budget to adhere to policies and procedures regarding expenses. Includes participation in annual budget meetings, accounting for program expenses, analyzing monthly financial reports, and ensure applicable expenses are reimbursed
  • Ensure that office and program supplies/equipment are maintained and ordered: Track inventory, discard food and stock food, supply fax/copy machine, cleaning supplies, household supplies, and food
  • Responsible for discharge, intake, and overseeing the referral and screening of clients. This requires completing discharge and admittance documentation.
  • Be available to transport residents as necessary
  • Ensure staff are trained on fire drill procedures: perform monthly fire drills
  • Communicate with external stakeholders to support client and program operational needs. This includes Multnomah county and the State of Oregon.
  • Adhere to compliance, required laws and trainings, safety of property and staff, regulations, I.e. Mandatory abuse reporting laws and HIPPA, fire regulations
  • Participate in all scheduled staff meetings, supervision sessions, and other departmental and agency meetings.
  • Document and maintain clinical records in a manner that assures compliance with all agency policy and procedures and local, state and federal regulations through use of Electronic Health Record System (EHR).
  • Full fill fee for services as needed.
  • Complete annul employee training requirements in order to understand how to conduct ethical work, for professional development, and stay in compliance
  • Perform other duties as assigned.
