Requisition #: 1495 Job Title: Program Manager Location: Suitland, MD Clearance Level: TS/SCI Required Certification(s): PMP SUMMARY Office of Naval Intelligence (ONI) Hopper Global Communications Center (GCC) Engineering and Technical Support (ETS) program delivers 24/7 global SCI communications and enterprise IT services across Navy ashore fleet units and NCR tenants. The ETS scope spans operations, modernization, cybersecurity, cloud and AI/ML enablement, training and worldwide customer support of mission critical services for about 14,000 users to ensure decision quality outcomes for maritime and joint intelligence operations. The Program Manager will be responsible for leading a complex, multi-domain Engineering and Technical Support (ETS) program supporting Office of Naval Intelligence (ONI) Hopper Global Communications Center’s (GCC) global SCI enterprise operations, modernization, cybersecurity, cloud/AI initiatives, and customer services. The Program Manager owns cost, schedule, and performance across all task orders, drives risk management and contract compliance, and ensures seamless coordination among ONI stakeholders, subcontractors, and cross-functional engineering teams.

Requirements

Required Certifications: PMP
BS or BA degree in Business Administration, Engineering Management, Engineering or Engineering Discipline desired.
10+ years program/project management experience leading large, complex DoD/IC IT or Cyber programs and 5+ years managing multi-vendor/subcontractor efforts with measurable cost/schedule accountability.
Must be a US citizen.
Experience in Defense acquisition, specifically experience in support of Navy Acquisition management, or an equal level of Federal and Navy Contract Management experience.
Management and Supervision experience relating to the design, development, integration, testing and fielding of DoDIIS communication systems and networks.
Experience in initiating and maintaining technical direction within broad program objectives directly related to communication systems and networks.
Knowledgeable of DoD acquisition policies and procedures.
Demonstrated knowledge of and experience with the requirements of the DoD 5000 series.
Demonstrated ability to work with large and diverse teams and the ability to effectively provide guidance, direction, and supervision in all areas of contracted effort such as program management, systems engineering, major system acquisitions, and financial management.

Responsibilities

Establish and sustain the Program Management Plan (PMP), Program Calendar, and Conference/Event Schedule for all task orders
Implement a Risk Management Plan to identify, evaluate, and mitigate technical, security, cost, and schedule risks
Plan and lead formal reviews and produce meeting minutes: Post Award Kickoff, Weekly Activity Reports, Management Systems Reviews, and Integrated Baseline Reviews
Conduct Quarterly Progress Reviews (QPRs) and Technical Exchange Meetings (TEMs) and maintain meeting minutes
Provide input to the Integrated Master Schedule (IMS) for program control, status monitoring, and reporting purposes to identify program milestones, major tasks, efforts, dependencies, risks, resources, and activities across prime and subcontractor efforts
Maintain the Billet Roster of cleared personnel assigned, track contractor travel and deployed personnel, and provide trip reports to the customer
Coordinate with Hopper GCC N8 to execute the Financial Management Plan that includes tracking and reporting budgets, cost, schedule, and performance
Provide input to the Contract Work Breakdown Structure (CWBS)
Provide Contract Expenditure Reports, Contract Funds Status Reports (CFSRs), Contractor Cost Data (CCD) reports, Cost and Software Data Reports (CSDR), and Cost Data Summary Reports (CDSR)
Ensure accurate and timely monthly financial reviews (costs, hours, invoices, percent complete, EACs) and progress reporting per CDRLs
Lead Quality Assurance per the QASP by ensuring deliverables are released under configuration control, fully traceable, and meet Section 508 functional performance criteria
Coordinate stakeholder communications with PCO/CAO/COR/Ordering Officer/Technical Assistant and ensure timely responses and contract correspondence
Manage subcontractors and ensure subcontractor compliance with technical, financial, and security requirements
Maintain and update the Supply Chain Risk Management (SCRM) Plan upon triggering events (ownership changes, supplier/sub changes, ICT compromises)
Enforce TS/SCI eligibility, DD‑254 adherence, IA/CSWF certifications compliance, SAAR-N processing, and annual IA trainings
Manage transition activities such as an end of contract transition with a detailed schedule, milestones, documentation and continuity of operations plan
