About The Position

Nevada City School of the Arts (NCSOTA), a TK-8 charter school in operation since 1994, is seeking a dynamic, culturally aware, stimulating, and highly qualified Program Specialist/Student Services Coordinator to join our team. Under the direction of the Executive Director this position assumes responsibility for the effective coordination, delivery, evaluation, refinement and provision of student services. The Program Specialist, in collaboration with the NCSA Executive Director, plans, evaluates, initiates, and recommends programs to meet current and future needs in each of the following areas: psychological services, multi-tiered social-emotional and behavioral supports, and will also include all specialized academic and related services for students eligible for special education supports. Additionally, the Program Specialist provides leadership and oversight of early intervention and pre-referral systems, ensuring that students receive timely, data-driven supports and intervention prior to special education referral. The Program Specialist, along with the Executive Director, shall ensure that the above programs are in compliance with LEA, state and federal policies, procedures and guidelines.

Requirements

  • The position requires the ability to modify or adapt systems or programs in order to meet ongoing instructional, technological, and procedural changes.
  • This position includes the ability to develop both short and long term goals and metrics for analysis of results.
  • Significant knowledge of legal requirements and work with local and state agencies are essential components.
  • Ongoing communication and collaboration with leadership at school sites, county and SELPA administration, and outside agencies is required, as well as collaboration with stakeholders in design and implementation of identified goals and objectives.
  • Knowledge of MTSS frameworks, early intervention practices, and pre-referral decision making models, including the use of data to inform instructional and behavioral supports.
  • Masters in Special Education
  • Valid California Mild/Moderate or Mod/Severe Credential
  • Teaching Experience
  • Fingerprint and Background clearance
  • Valid Tuberculosis clearance and every four years thereafter
  • CPR/First Aid Certification within 45 days of employment and every two years thereafter
  • Completion of mandatory training (video & in-person) within 6 weeks of employment and every year thereafter.

Responsibilities

  • Oversees and Ensures Compliance with State, Federal, and Special Programs
  • Develops appropriate policies, in compliance with Federal and State regulations and codes.
  • Develops and monitors annual program applications and reviews.
  • Communicates categorical and special program policies, guidelines, objectives, and procedures to the NCSA Executive Director, the board, school administrators, and staff.
  • Manages and disseminates annual categorical and special program evaluations.
  • Works to ensure that all instruments for needs assessment, evaluation, student profiles, and student selection are available.
  • Establishes objectives, goals, guidelines, policies, and procedures, in compliance with Federal and State law, for special education.
  • Oversees and Manages Student Services
  • Works with NCSA Executive Director in identifying needs, and in developing effective procedures for the organization, administration, and evaluation of Student Services.
  • Collaborates with the Executive Director to discuss budgetary needs for programs associated with Student Services.
  • Works to ensure appropriate setting for all students and oversees all necessary arrangements for placement; e.g., transfer of records, notification of parents, etc.
  • Oversees program implementation for all students with an IEP or suspected disability.
  • Ensures alignment between general education interventions and special education services.
  • Oversees and Supports Student Services Staff
  • Supervises Special Education staff in collaboration with the NCSA Executive Director
  • Collaborates with the NCSA Executive Director to determine staffing and training needs.
  • Provides support as needed for all special education staff to effectively support students.
  • Represents NCSA and Liaises with Local Schools, Community, and County Office of Education
  • Prepares reports for the NCSA Board, the State Department of Education, NCSOS, SELPA and various community groups.
  • Distributes pertinent information and materials related to new special education laws and regulations
  • Participates in professional organizations in the field of special education.
  • Collaborate in the Fair Hearing process as needed.
  • Attends county meetings as needed.
  • Oversees Early Intervention, MTSS, and Pre-Referral System
  • Provides leadership in the development, implementation, and continuous improvement of the school's Multi-Tiered System of Supports (MTSS).
  • Oversees the general education intervention processes to ensure students receive appropriate academic, behavioral, and social-emotional supports prior to referral for special education assessment.
  • Attends/Facilitates all SST, 504, and IEP meetings.
  • Supports professional development for staff related to intervention strategies, documentation, and early identification of student needs.
  • Ensures accurate updates and maintenance of student data in California Longitudinal Pupil Achievement Data System (CALPADS), Special Education Information System (SEIS), and other comprehensive databases for use in, or preparation of, a variety of specialized local, federal, and state required reports; supervises and trains others in use of these systems in order to ensure accuracy.
  • Oversees, develops and prepares a variety of reports, records, and statistical data regarding Special Education program activities and student enrollment; collects, compiles, and manages data from LEA users for California Department of Education and other mandated reports; supervises audits and verifies student enrollment data assuring compliance with appropriate codes and policies; maintains statistical records in accordance with state and federal law, and processes documents in compliance with established policies and procedures; prepares, shares and audits various reports required for state funding, board requests and compliance.
  • Collaborates with the Business Office to support the variety of independent, specialized duties related to Medi-Cal Reimbursement Program and CYBHI billing and related functions in order to ensure accurate data gathering and maximum reimbursement for services provided.
