About The Position

This position is open to current OKDHS employees only. This position may be located in Tulsa, Leflore, or Pittsburg counties Oklahoma. Programs Manager II E11B Annual Salary $60,790.80 + Full State Employee Benefits Minimum Qualifications: Master’s degree and one year of professional experience, OR a bachelor’s degree and two years of professional experience OR an equivalent combination of education and experience, substituting one year of professional-level experience for each year of the required education. NOTE: No substitution will be allowed for the required professional supervisory, managerial, consultative, or administrative experience. Job Responsibilities: Serves as Regional Program Manager for Child Care Licensing. Position supervises a group of 4 licensing supervisors and is responsible for the field staff in the assigned geographical area. Serves as a liaison from the field to the state office. Interprets rules, regulations, policies, and laws under the Oklahoma Child Care Facilities Licensing Act. Responsible for the implementation of policies. Has responsibility for the preparation of recommended legal actions. Drafts and monitors licensing consent agreements, alternative settlements, revocations, denials, emergency closure orders, and grievance procedures. Participates in administrative hearings. Monitors and tracks overall performance in the assigned geographic area for quality and timeliness of license /permit issuances, problem cases, corrective action plans, frequency of monitoring visits, complaint investigations, and appropriateness of case actions. Provides oversight to determine if licensing supervisors are meeting staff needs for guidance, oversight, and training. Responsible for the direct supervision of Child Care Licensing Supervisors, including the completion of performance evaluations and the approval of leave.
