About The Position

The Project Manager, Affordable Housing Marketing plays a critical role in advancing equitable access to quality housing by leading the end to end lease up process for affordable housing developments. Reporting to the Deputy Director of Marketing, the PM ensures that each project is carried out with integrity, transparency, and a deep commitment to serving diverse communities. The PM manages cross functional teams, oversees eligibility staff, and integrates technology and best practices to create efficient, fair, and compliant applicant experiences. Upholding regulatory requirements, including HPD, HUD, NYSHCR, LIHTC, and Fair Housing standards the role safeguards the integrity of the housing selection process while maintaining accurate data, documentation, and reporting. As a key partner to developers, government agencies, and community stakeholders, the Project Manager fosters clear communication, facilitates collaborative decision making, and champions continuous improvement. By refining policies, strengthening systems, and applying lessons learned, the PM contributes to the organization’s mission of expanding access to safe, affordable housing and supporting more equitable outcomes for all applicants.

Requirements

  • Four year college degree with a major in business management, public administration, finance, personnel management or affiliated field, required. Educational requirements may be waived if the applicant demonstrates competence in the criteria cited and has at least 5 years’ experience in the field.
  • 2+ years of supervisory experience.
  • Housing/real estate background preferred, specifically working on New York City housing lotteries, expertise and experience overseeing compliance in LIHTC properties, and knowledge of Fair Housing laws.
  • Strong attention to detail, analytical, mathematical, accounting and conceptual skills.
  • Ability to work under pressure on fast paced, deadline oriented projects.
  • Detail orientation with the ability to see the big picture as well.
  • Strong organizational, as well as administrative and computer systems development skills.
  • Excellent writing and computer skills.
  • Ability to balance creating a happy work environment for employees while enforcing regulations.
  • Commitment to providing affordable housing for low to moderate income population.

Responsibilities

  • Lead cross functional teams throughout all stages of the affordable housing lease up process, ensuring operations align with the mission of equitable access to housing.
  • Coordinate closely with the Deputy Director of Marketing to establish leasing targets, monitor progress, and develop and proactively implement and adjust strategies to meet or exceed project lease up goals.
  • Supervise, coach, and evaluate eligibility staff to ensure accuracy, service excellence, and adherence to organizational and regulatory standards.
  • Assign tasks, coordinate workflows, and share updates using tools such as Microsoft Teams and Planner to ensure alignment and transparency.
  • Ensure full compliance with HPD, HUD, NYSHCR, LIHTC, and Fair Housing regulations, protecting the integrity and fairness of the applicant selection process.
  • Maintain clear, comprehensive documentation of project procedures to support consistency, accountability, and compliance.
  • Integrate lessons learned from each lease-up to improve systems, processes, and applicant experiences.
  • Oversee credit reporting and fee collection activities and provide applicants with clear, compliant guidance on payment processes.
  • Implement, manage, and optimize technology solutions that enhance data accuracy, workflow efficiency, and collaborative effectiveness.
  • Maintain precise unit assignment records and project data; prepare data driven reports to support rent up progress and strategic decision making.
  • Identify opportunities to strengthen data systems, reporting tools, and technology platforms.
  • Facilitate meetings with developers, government agencies, internal teams, and external partners, ensuring alignment and clear documentation of decisions and next steps.
  • Serve as a key liaison for developers, owners, attorneys, and regulatory partners to maintain coordinated, transparent communication.
  • Provide timely updates on project milestones, challenges, and progress to promote informed and effective decision making.
  • Develop, revise, and implement policies and procedures that enhance operational efficiency, strengthen compliance, and support equitable applicant outcomes.
  • Perform additional responsibilities as needed to support departmental and organizational objectives.
