About The Position

Partner with Subject Matter Experts (SMEs), solution architects, pricing, and program leadership to shape and document winning solutions aligned to solicitation requirements. Analyze RFPs/RFIs/RFQs, identify compliance matrices, and ensure all proposal responses are fully compliant, structured, and compelling. Lead or support development of technical, management, staffing, transition, and past performance volumes. Translate complex technical concepts (AI systems, data platforms, cloud architectures, secure deployments) into persuasive and evaluator-focused narratives. Develop win themes, discriminators, and value propositions that clearly differentiate Torch.AI solutions. Conduct structured interviews with internal and external stakeholders to extract relevant content and technical depth. Own section-level compliance reviews, pink/red team responses, and incorporation of reviewer feedback. Ensure consistency in voice, formatting, graphics integration, and messaging across volumes. Contribute to proposal strategy development including competitive analysis, strengths identification, and risk mitigation positioning. Support oral presentations, live demonstrations, and video proposals where required. Maintain reusable content libraries, past performance repositories, and boilerplate materials to improve proposal velocity. Identify and implement process improvements to increase proposal quality, efficiency, and scoring outcomes. Support capture activities prior to RFP release, including shaping documents, white papers, and capability briefings.

Requirements

  • B.S. Degree with 4+ years of related experience, including at least 2+ years writing Federal Government proposals.
  • Demonstrated experience responding to complex Federal solicitations, including FEDSIM proposals.
  • Proven ability to develop compliant and compelling technical and management volumes.
  • Experience supporting traditional written proposals as well as video submissions, live orals, or demonstrations.
  • Demonstrated track record contributing to high-quality, high-scoring proposals.
  • Strong understanding of Federal procurement processes, evaluation criteria, and source selection methodologies.
  • Exceptional writing, editing, and storytelling skills with attention to structure, clarity, and evaluator alignment.
  • Strong organizational skills and ability to manage multiple proposal deadlines under compressed timelines.
  • Experience leading section-level efforts or coordinating contributors across cross-functional teams.
  • Proficiency in Microsoft Word, Excel, and PowerPoint; comfort working within structured proposal templates.
  • Ability to travel to support proposal efforts, primarily in the Washington Metro Area (WMA), as needed.
  • Strong work ethic and commitment to continuous improvement in proposal craft and capture strategy.

Nice To Haves

  • Experience supporting DoD, Intelligence Community, or other mission-focused Federal customers.
  • Familiarity with AI-enabled systems, data platforms, cloud architectures, or analytics workflows.
  • Experience writing for secure, classified, or multi-domain deployment environments.
  • Experience supporting capture planning, competitive intelligence, or pre-RFP shaping efforts.
  • Familiarity with Shipley or similar proposal methodologies.
  • Experience coordinating with pricing teams and understanding cost narrative integration.
  • Active Secret or Top Secret clearance.
