About The Position

The Real Estate Administrator directs and administers the Citywide comprehensive real property program, including acquisition, disposition, leasing, valuation oversight, and management of City-owned real estate interests. The position serves as the City’s principal advisor on real estate transactions and provides recommendations and guidance to City leadership and Mayor and Council on real property matters. Responsibilities include oversight of the City’s real estate activities, including acquisition, disposition, leasing, easements, licenses, rights-of-way, and other real property interests across all departments. Work is performed under the general direction of the Department Director, and the position exercises supervision over professional and supervisory real estate staff.

Requirements

  • Education: Bachelor's degree
  • Work Experience: Five (5) years of relevant experience
  • Equivalency: Any combination of relevant education and experience may be substituted on a year-for-year basis.
  • Valid and unrestricted Arizona Class D Driver License – Arizona Department of Transportation – Motor Vehicle Division

Nice To Haves

  • Master’s degree in Public Administration, Business Administration, Real Estate, Urban Planning, or Law.
  • Experience managing a public-sector real estate portfolio, including acquisition, disposition, leasing, and intergovernmental agreements.
  • Experience leading or participating in complex or high-value real estate transactions, including development agreements.
  • Experience working in the public sector involving interaction with elected officials, boards, commissions, and the public.

Responsibilities

  • Directs and administers the Citywide real property program, including acquisition, disposition, leasing, easements, licenses, rights-of-way, and other real property interests across all departments.
  • Leads and represents the City in complex and high-value real estate negotiations, including acquisitions, dispositions, exchanges, development agreements, and intergovernmental agreements.
  • Directs due diligence activities related to real estate transactions.
  • Directs surplus and non-surplus property determinations and coordinates interdepartmental review processes to confirm current and future public use needs before disposition.
  • Coordinates real estate activities with regional, state, federal, and quasi-governmental agencies; serves as the City’s primary point of contact on intergovernmental real property matters.
  • Oversees real estate-related financial activities, including revenues, expenditures, budget development and monitoring, forecasting, and analysis of fiscal impacts associated with property decisions.
  • Directs real estate data governance, recordkeeping, and reporting to ensure accuracy.
  • Plans, directs, and evaluates the work of professional, supervisory, and technical staff engaged in real estate functions; establishes performance expectations; recommends and approves personnel actions; and ensures staff development.
  • Responds to inquiries from City departments, elected officials, external agencies, and the public regarding City real estate matters.
  • Performs all other duties and tasks as assigned.
